Territorial planning should not be seen merely as a technical instrument or an administrative requirement. It is, in essence, the social contract that defines how a country will grow, who will benefit from that growth, and under what principles one of a nation's most valuable resources—its territory—will be managed.
The recent meeting between the Vice Ministry of Territorial Planning and the World Bank, aimed at strengthening the Dominican Republic's resilience through the development of a high-precision base map, represents an important step. Having up-to-date geospatial information will allow for the identification of vulnerable areas, improved infrastructure planning, and reduced risks from climate change and natural disasters.
From that perspective, the initiative is technically sound. A country that aspires to sustainable development needs to make decisions based on evidence, not improvisation.
However, a good map does not, by itself, guarantee good organization.
The real challenge begins when that technical information is transformed into public policies capable of balancing economic, social, and environmental interests. That is where the debate needs to deepen.
The World Bank's participation provides financing, international methodologies, and institutional strengthening. However, decisions regarding land use remain the sole responsibility of the Dominican State. Planning must respond to the national reality and not simply become a reproduction of models designed for different contexts.
One aspect that deserves the most attention is the governance of the process. A land-use plan will only be legitimate if it effectively incorporates local governments, communities, the business sector, academia, and professional associations. Territorial planning cannot be carried out solely from the offices of public administration.
There is also a challenge related to legal certainty. Investment needs clear, stable, and predictable rules. If the rules are constantly changing or applied inconsistently, the legal system ceases to be a tool for development and becomes a source of uncertainty.
Another element that still seems insufficiently developed is the balance between economic development and social well-being. In regions like Punta Cana–Bávaro–Verón, where tourism and real estate investment drive much of the economy, land-use planning must ensure that growth does not exclude the communities that sustain that development. Infrastructure, housing, mobility, public services, and environmental protection must advance in an integrated manner.
Finally, the base mapping currently being developed will be an extraordinary tool. But its true value will depend on how it is used. Data doesn't make decisions; people do. And those decisions must be guided by principles of fairness, transparency, and a long-term vision.
The reflection
Territorial planning shouldn't just ask how we want our cities to grow, but for whom we want them to grow. Because a well-planned territory isn't one where only investments thrive, but one where people also thrive. That will ultimately be the true indicator of the success of any territorial planning policy.
