SANTO DOMINGO.-The Judicial Council (CPJ) appointed Ricardo José Noboa Gañán as general administrator of the Real Estate Registry and Indhira Del Rosario Luna as national director of Title Registry.
The new officials were sworn in by the president of the Supreme Court of Justice and the CPJ, Magistrate Henry Molina, during a ceremony in his office in the presence of Councilor Modesto Martínez Mejía and the council's general secretary, Gervasia Valenzuela Sosa.
Ricardo Noboa, who had held the position of National Director of Title Registration since 2019, assumes the new functions after having obtained important achievements during his management in the real estate and registration field at the national level.
For her part, Indhira Del Rosario, who served as registrar of titles in the provinces of Santo Domingo and La Vega, accumulating vast experience, rises to the position that Noboa occupied.
With these appointments, the Judiciary, through the Real Estate Registry, reaffirms its commitment to providing efficient, timely, and transparent service to citizens, optimizing the management of the bodies that make up this department, which allows for guaranteeing the preventive legal security of real estate transactions in the country, states a press release from the agency.
The Real Estate Registry is the department of the Judicial Council responsible for the systemic management of the administrative bodies established in Law No. 108-05, dated March 23, 2005 and its implementing regulations.
This department was created by Resolution No. 008-2020, dated July 7, 2020, of the Judicial Council. It is composed of administrative bodies, such as: the Board of Directors of the Real Estate Registry, the National Directorate of Title Registration, the National Directorate of Cadastral Surveys, and the General Administration of the Real Estate Registry.
The appointed officials will continue to lead the CPJ's objectives, which aim to achieve the highest level of modernization of the real estate registration system and make it an international benchmark, the press release explains.
Ricardo José Noboa Gañán
The new general administrator of the Real Estate Registry is a graduate of the Law degree from the Pontifical Catholic University Madre y Maestra, where he also completed a master's degree in Civil Procedural Law.
She has completed international specializations in real estate, commercial, and registry law, including the 11th Ibero-American Course on Real Estate Registry Law, offered by the Autonomous University of Madrid (UAM) and the Spanish Association of Property Registrars; and the 2nd Ibero-American Course on Commercial Registry Law, organized by the Spanish Association of Property Registrars. She has also pursued studies in real estate and registry law in Argentina, Colombia, Uruguay, and Peru.
His professional career included serving as National Director of Title Registration for the period 2019-2023, Secretary General of the Ibero-American Registry Cooperation Network (IBEROREG) from January 2022 to date, practicing lawyer, 2012-2019, coordinator and manager of the Registry Support Unit, Judicial Branch, 2009-2012, registry specialist of the Real Estate Jurisdiction Consolidation Program, 2008-2009 and lawyer of the Legal Management of the Real Estate Jurisdiction Consolidation Program, 2007-2008, among other functions.
Indhira Del Rosario Luna
The new National Director of Title Registration at the Real Estate Registry is a graduate of Law (Cum Laude) from the Pontifical Catholic University Madre y Maestra (PUCMM). She holds a Master's degree in Civil Law and Civil Procedure from the Autonomous University of Santo Domingo (UASD).
In addition, she is a graduate of the Annual Course on Ibero-American Registry Law (CADRI), organized by the College of Registrars of Spain and the Autonomous University of Madrid; and of the Leadership program for the Management of the Real Estate Registry, taught by BARNA Management School and the National School of the Judiciary.
He has completed studies in electronic registration, organized by the Spanish Cooperation Training Center in Cartagena de Indias, Colombia, as well as in topics related to tax law, trusts, commercial companies, among others.
Before assuming the position of national director, she served as registrar of titles for the province of Santo Domingo, a role she held for four years. Previously, she was registrar of titles for La Vega, coordinator, legal reviewer, and registry attorney for the Registry Support Management of the Real Estate Registry, as well as in other areas of the Real Estate Jurisdiction since 2008. She has participated in various projects of the National Directorate of Title Registration.
Additionally, among her academic contributions, her role as co-coordinator and co-author of the work "Law 108-05 on Real Estate Registration, Annotated by Title Registrars" stands out. Furthermore, she teaches real estate and registry law at the National School of the Judiciary (ENJ) and at master's level courses at various national universities.
