SANTO DOMINGO. – The Dominican Association of Short-Term Rental Companies (ADORECO) requested this Friday that the Ministry of Tourism (MITUR) extend the public consultation period for the draft resolution that seeks to regulate short-term rentals in the country, considering that the proposal requires a broader technical and legal analysis due to the impact it would have on thousands of actors linked to this activity.
The organization called on owners, managers, investors, operators, and service providers to review the draft resolution and submit comments before the consultation process expires on July 22.
According to ADORECO, the document currently under consultation proposes a regulatory model that addresses short-term rentals solely from the perspective of tourism, leaving out other forms of temporary occupancy that, it asserts, are part of the current reality of the real estate market.
They question the project's approach
The entity stated that the main point of concern lies in the definition used for short-term rentals, understanding that this type of accommodation has evolved and today also responds to needs such as business trips, academic stays, work relocations and other forms of temporary occupancy.
According to the association, limiting regulation to the tourism sector could result in a "partial and insufficient" regulatory framework, unable to respond to the diversity of uses that these types of properties currently have.
Furthermore, the statement maintained that the resolution would not only establish administrative requirements, but would also define the framework under which thousands of owners could exercise the use and enjoyment of their properties, with implications for investment and legal security in the sector.
They are requesting a technical meeting
As part of its proposals, ADORECO asked the Ministry of Tourism to extend the public consultation period and open a technical working group with representatives from the sector.
He also proposed reviewing and harmonizing the requirements and deadlines contemplated in the initiative, as well as establishing differentiated rules according to the nature and scale of those who carry out short-term rental activities.
The organization reported that it is currently conducting a technical and legal analysis of the draft resolution and will continue to promote discussion spaces to present observations during the consultation process.
Call to participate
ADORECO urged stakeholders involved in short-term rentals to consult the official text published by the Ministry of Tourism and exercise their right to submit comments and observations within the established timeframe.
The association also reiterated its willingness to collaborate with the authorities to build a regulatory framework that, it said, would strengthen the formalization, transparency and legal security of the sector without affecting its development.
