SANTO DOMINGO.- During his address to the National Congress, where he defended the Zero Bureaucracy strategy as a mechanism to stimulate investment and reduce execution times for real estate and infrastructure projects, President Luis Abinader reported that the procedures related to construction permits were reduced from more than 160 to 68, as part of the administrative simplification program promoted in coordination with the private sector.
In economic terms, administrative simplification acts as a non-fiscal incentive for the construction sector, Abinader said, by reducing indirect costs associated with regulatory delays. According to the president, this streamlining of processes is part of the Meta RD2036 strategy, aimed at increasing productivity and competitiveness.
The president assured that the reduction in procedures was achieved by maintaining regulatory standards and technical controls, in coordination with business associations.
For the construction sector, which acts as a multiplier of employment and demand for industrial inputs, streamlining permits could translate into greater dynamism in housing, tourism and industrial projects, particularly in emerging hubs.
This has been a sustained demand for many years by developers, large and small, who face delays and cost overruns in their projects due to bureaucracy, duplication of permits in different institutions and overlapping functions.
However, the sustainability of the boost does not depend solely on permitting; factors such as macroeconomic stability, access to credit, and the cost of materials, in addition to variables sensitive to the international environment, have a specific weight and represent challenges for entrepreneurs in the sector.
