How does Alejandro Campos receive Apordom after six years of management by Jean Luis Rodríguez?

SANTO DOMINGO. – President Luis Abinader appointed Francisco Alejandro Campos Álvarez as the new executive director of the Dominican Port Authority (Apordom), through Decree No. 554-26, issued on August 16.

The same decree appointed Julia Luz Marina Muñiz Suberví as president of the Board of Directors of the entity, thus completing the new management structure of the port authority.

Campos replaces Jean Luis Rodríguez as executive director. Rodríguez was transferred to the Ministry of Housing, Habitat, and Buildings following Víctor "Ito" Bisonó's departure to the Ministry of Foreign Affairs, as part of the extensive cabinet reshuffle announced that weekend. With this appointment, Campos moves from presiding over Apordom's highest administrative body, a position he has held since 2020, to assuming operational leadership of the institution.

Upon learning of his appointment, Campos posted a message of gratitude to the president on his social media accounts "for this new opportunity and his trust in delegating Apordom to me, this time from the Executive Directorate that my brother Jean Luis Rodríguez has very well led for the last six years, achieving great accomplishments."

Campos holds a degree in Marketing with a specialization in General Administration from the Universidad Iberoamericana (UNIBE). He has additional training in finance, business management, project development, insurance, risk management, and technological innovation.

Before entering public service, Campos was a member of the National Army of the Dominican Republic, an experience that the Presidency links to his subsequent performance in strategic state security.

Since August 16, 2020, he chaired the Board of Directors of Apordom, through Decree No. 339-20, and from that position he also headed the Presidential Commission for Port Modernization and Security, where he monitored projects such as the Cabo Rojo, Samaná Bayport and Taíno Bay terminals, in addition to maritime connectivity initiatives and the expansion of cruise tourism.

His career within the State has taken place entirely under the administration of Luis Abinader, which began in August 2020. For six years he supported Jean Luis Rodríguez's management of Apordom from the Board of Directors, before now assuming the executive management of the institution.

HowdoesApordom receive it?

Campos takes over the operational management of an institution that, according to its own reports, is concluding a cycle of expansion and record financial results. Apordom closed 2025 with collections exceeding RD$2.026 billion, the highest figure in its institutional history, compared to the approximately RD$800 million that represented its highest record before the outgoing administration, according to data released by the entity itself.

In terms of assets, the institution made progress in titling more than 60% of its port lands, including strategic enclaves such as Cabo Rojo and Haina Occidental, a process that, according to Apordom, strengthens state ownership and offers greater legal security for private investment.

 In terms of transparency, the entity obtained a score of 98.85% in the evaluation of the Institutional Information Quality Monitoring System (ICI) corresponding to the first quarter of 2025, placing it among the ten best valued public institutions out of a total of 118 evaluated bodies.

In terms of infrastructure, the outgoing administration reports the implementation of the National Plan for Fishing and Tourist Docks, recognized in 2026 with the Port-City Relationship award from the V Forum of Port Cities of Latin America and the Caribbean, as well as the 2025 Maritime Award of the Americas, granted by the Inter-American Committee of Ports of the OAS to Apordom and HIT Puerto Río Haina.

 The Taíno Bay cruise terminal in Puerto Plata alone received more than 800,000 tourists in 2024. By 2026, the institution had projected to consolidate the Dominican Republic as the most important logistics and tourism hub in the insular Caribbean, with new works and public-private partnerships already underway, including the start of operations at the Samaná Bayport cruise port and the progress of the design of the new Santo Domingo Cruise Terminal.

Campos thus assumes the leadership of an organization with financial figures at their highest point and an agenda of infrastructure projects underway, whose development in the coming months will be under his direct responsibility.
