What will be done in the IIBI building, where the Interior and Police departments will move?

Proposals from companies with existing contracts with MIVHED will not be accepted.

SANTO DOMINGO. The building currently housing the Institute of Innovation in Biotechnology and Industry (IIBI), located at the corner of Olof Palme Avenue and José Núñez de Cáceres Street, is about to be transformed. The Ministry of Housing, Habitat and Buildings (MIVHED) has launched a public tender to remodel it and convert it into the new headquarters of the Ministry of the Interior and Police.

The investment exceeds RD$652 million. The project involves the transformation of the building, formerly used for scientific and technical purposes.

What are we going to do?

The project involves a complete renovation of the building, transforming it from a technical center into an administrative headquarters. Construction is scheduled to begin in 2026 and conclude in February 2028. The relocation of the Ministry of the Interior and Police aims to improve the layout of its offices and bring them closer to more accessible areas.

Who can participate?
The call for proposals is open to construction companies, especially micro, small, and medium-sized enterprises (MSMEs), that meet the established requirements. Proposals will not be accepted from companies with current contracts with the Ministry of Housing, Urban Development and Housing (MIVHED), nor from those that have worked with the now-defunct Office of Supervising Engineers of State Works (OISOE) or the National Housing Institute (INVI).

Why this location?
The building is situated in a strategic area of the National District, with quick access from several main avenues. For many, this move represents an opportunity to revitalize the urban environment and improve public services. For others, it signals that the government is reorganizing its spaces with a more functional approach.

What's next?

Interested companies have until December 4th to submit their proposals. The process includes several stages of evaluation and awarding, and the contract is expected to be signed in February 2026.

Where can I find the tender information?

Companies interested in participating in the process can access all the documentation free of charge through two official platforms:
The institutional portal of the Ministry of Housing, Habitat and Buildings (MIVHED): www.mived.gob.do
The Electronic System of Public Procurement (SECP), administered by the General Directorate of Public Procurement: www.comprasdominicanas.gov.do
There they will find the terms and conditions, forms, technical annexes and the complete schedule of the process.
