The 8 sectors of the National District prioritized by the government's plan to decongest traffic in Greater Santo Domingo

SANTO DOMINGO. The collapse of the roads in the Dominican capital, due to the uncontrolled growth of the vehicle fleet in recent years, has led the Government to implement a new system in order to decongest traffic.

The "RD Moves" program, whose aim is to transform traffic starting with you, was announced yesterday and will be overseen by the Ministry of the Presidency and the Transportation Cabinet. The initiative proposes a newwork schedule for public employees, restrictions on left turns, and improvements to key avenues.

During the launch event, authorities announced restrictions on left turns at 30 key intersections , as well as road improvements on strategic avenues such as John F. Kennedy, 27 de Febrero, San Martín, México, and Máximo Gómez . The traffic light network will also be optimized and adjusted according to the time of day and day of the week.

As explained, starting Monday, June 23, the regulated parking program "Parquéate Bien" will be launched, along with the reorganization of road profiles and improvements in traffic signage.

Similarly, the new strategy establishes a new staggered work schedule for public employees, in coordination with the Ministry of Public Administration (MAP). The new schedule includes two blocks: from 7:00 am to 3:00 pm and from 7:30 am to 3:30 pm.

In public institutions that receive more than a thousand users daily, extended hours from 7:00 am to 2:00 pm and from 2:00 pm to 9:00 pm.

The strategy also includes a robust enforcement component and a system of consequences. 750 new DIGESETT agents, monitoring cameras will be installed at critical points, and a new vehicle impound lot will be opened, with legal backing from the Attorney General's Office.

In addition, a reform to Law 63-17 on Mobility, Land Transport, Transit and Road Safety, which seeks to convert fines into credits in favor of the State and classify traffic offenses such as eventual intent, driving under the influence of alcohol, driving without license plates or without a driver's license.

8 priority sectors

The first stage of implementation in the National District includes the sectors: Piantini, Evaristo Morales, Naco, Centro de los Héroes, Ensanche Quisqueya, Urbanización Fernández, El Millón and Yolanda Morales.

Technical study

The “RD Moves” strategy is based on a technical study conducted by the consulting firm Imtraff, which analyzed more than 120 intersections, 123 traffic light crossings, 30 traffic counting points, 220 hours of traffic recordings , and more than 3,000 origin-destination surveys. The diagnosis revealed that the current transportation system is insufficient, with widespread non-compliance with traffic regulations and deficiencies in traffic light synchronization.

Alexandra Cedeño , Director of Urban Mobility at INTRANT, highlighted that the accelerated growth of the vehicle fleet in Santo Domingo demands modernizing public transportation and applying technical solutions at the points of greatest congestion .

The strategy was presented with the support of the Ministry of Public Works , DIGESETT , the National District City Hall , the Military and Police Commission (Comipol) , the 911 System , OPRET , OMSA , RD Vial , the Parquéate RD program , as well as the FiTRAM and FIMOVIT trusts , among other entities of the national mobility system.
