SANTO DOMINGO- The Legal Affairs Seminar for members of the Judiciary, which has been taking place since last Monday in Santo Domingo, deals with the rules on international air transport to regulate the civil liability of the carrier and protect the rights of users.
Héctor Porcella, president of the Civil Aviation Board, the entity sponsoring the meeting, explained at the opening ceremony that the seminar, aimed at the country's legal community, addresses topics of vital importance to align the development of Dominican aviation with international consumer protection standards.
“Through our exhibitors, we will learn about the purpose and scope of the Convention for the Unification of Certain Rules Relating to Air Transport, Montreal 1999, the main international instrument that regulates the civil liability of the carrier, and of which the Dominican State is a signatory,” the official noted.
The different systems applied by other States regarding the compensation regime for air transport passengers are also known, based on the basic principles of consumer protection dictated by the International Civil Aviation Organization (ICAO).
Proposals and contributions
Porcella indicated that the event will feature proposals and contributions from the Latin American Civil Aviation Commission (CLAC), co-organizer of the event, and the International Air Transport Association (IATA).
He said that the seminar will be the starting point for other meetings of the same nature that will be given at the national and international level, replicating this experience in other countries of the Latin American community.

Porcella expressed special thanks to the National School of the Judiciary, its director, Dr. Ángel Brito, and the members of its board of directors, for their welcome and support.
He also valued the contribution of the Secretary General of CLAC, Jaime Binder, for his interest in facilitating the celebration of the training day aimed at the judges of our country, including the recruitment of the international specialists who teach the topics.
“This event represents a first step but is also a historic event in the academic world of civil aviation in the Dominican Republic,” Porcella emphasized in his opening and welcoming remarks.
International exhibitors
Among the experts who will present papers at the seminar are David Dueñas, university professor in the Chair of Aeronautical Law and official of the Civil Aviation Board of Chile; Diogo Arbigaus, official of the Brazilian Civil Authority ANAC; and Alejandro Muñoz, representative of the International Air Transport Association (IATA).
Among the national speakers are Bernarda Franco, a specialist lawyer and secretary of the Civil Aviation Board; Eddy Alcántara, a lawyer and director of the National Institute for the Protection of Consumer Rights; and Valentín de Jesús Almonte, a jurist and legal consultant for the Specialized Airport Security Corps (CESAC).
The specialist audience present at the seminar included representatives from the Public Ministry, lawyers from the Dominican Institute of Civil Aviation (IDAC); the Airport Department (DA) and CESAC; as well as prominent national jurists.
