SANTO DOMINGO.– The Ministry of Housing, Habitat and Buildings (Mivhed) opened the fourth call for the qualification, accreditation and registration of Urban Managers in Jurisdiction No. 2, in accordance with the procedure MIVHED‑HAB‑GU‑004‑2025, who will be in charge of receiving, reviewing and managing the processing of plans and applications for the issuance of construction licenses in the zones or areas that this agency has determined as its jurisdiction and according to the procedures established in the law.
In a document published on its institutional website, the government entity explains that the call is directed to civil engineers, architects or law graduates, duly registered in the Dominican College of Engineers, Architects and Surveyors (Codia) and in the College of Lawyers of the Dominican Republic (Card).
Law 160-21 defines an Urban Manager as any individual who, at the request of the applicant or interested party, is responsible for receiving, reviewing and managing the processing of plans and applications for the issuance of building licenses, in the zones or areas that the Mivhed has determined as its jurisdiction and who is accredited and enabled for such purposes.
According to Decree 642-22, Jurisdiction No. 2 comprises the Cibao and South, made up of Cibao North, Cibao Northwest, Cibao South, Valdesia, Enriquillo and El Valle.
Professionals called and requirements
According to the official document, applicants must submit a copy of their ID card, a tax certificate from the DGII, a notarized sworn statement, a certificate of membership with at least five years of experience, undergraduate and postgraduate degrees legalized by the Mescyt, a certificate of good conduct, and evidence of a minimum of eight years in urban planning or construction.
The Mivhed indicated that the files will be reviewed by an interdisciplinary committee made up of specialists in architecture, urban planning, structural calculation, electrical and hydraulic installations, soil mechanics, environment and legal sciences.
Candidates must pass technical training, a written knowledge test, and an interview before being subjected to public hearing for a minimum period of thirty days.
The document stipulates that high-ranking state officials, members of Congress, judges, trustees, and council members, as well as their relatives up to the third degree of consanguinity and second degree of affinity, are ineligible to run. Also disqualified are those convicted of crimes against the public administration, those who provide false information, or those sanctioned with a prohibition on contracting with the State.
Large-scale tourism projects
The document states that, for the purposes of this call, large-scale tourism projects are considered to be those that exceed two hundred housing units or hotel rooms, have private self-supply of basic services and represent an investment greater than RD$500,000,000.00.
These projects must be developed on coastal-marine land, oriented towards leisure, contemplation and enjoyment of natural and cultural landscapes, and must also be located in tourist areas declared by the Ministry of Tourism (Mitur).
The document specifies that they must generate a considerable economic, environmental and social impact, and have consolidated comprehensive management schemes with previously established internal provisions and regulations.
Official Calendar
Through Circular No. 1, issued on December 30, 2025, the Mivhed notified the extension of the deadline for the delivery of required documents, setting as a new date Friday, January 16, 2026, from 9:00 a.m. to 4:00 p.m., at the offices of the Directorate of Standards and Regulations, located on the second level of Building 2B of the Mivhed, at Eduardo Jenner Street No. 16, La Esperilla sector, National District.
The receipt of files will be carried out in the presence of a notary public, as part of the formal guarantees of the evaluation and verification process of the documentation submitted by the applicants.
According to the official schedule, the notification of errors or omissions will be made on Friday, January 9, 2026, while the submission of corrected documents must be made on Friday, January 16, 2026.
The publication of the list of pre-qualified participants is scheduled for Tuesday, January 20, 2026, followed by the induction to the written test, scheduled for Thursday, January 22, 2026 in virtual mode.
The written assessment and interview of the prequalified candidates will take place on Tuesday, January 27, 2026, as part of the process of evaluating the technical skills and knowledge required for certification.
Finally, the publication and notification of the qualified professionals will take place on Thursday, January 29, 2026, while the swearing-in ceremony and signing of the sworn statement of services will be pending scheduling.
Context
The role of Urban Manager was created by Decree 642-22 in November 2022. The first call for applications was made in October 2023, qualifying four professionals.
In March 2025, the Mivhed swore in the country's first urban managers: Enrique Aníbal Lié and Julio César Gómez in the Southeast Region, and Arcadio Vargas and Mayerlin Minier Recio in the Cibao and South Region.
The role of Urban Managers, as established by the Ministry of Housing, Urban Development and Housing (MIVHED), is to receive, review, and process building plans and permit applications, acting as a technical liaison between applicants and the public administration. Their function is to guarantee transparency, expedite processes, and ensure compliance with urban planning and construction regulations in the Dominican Republic.
