For businessman Ismael Rubio, CEO of Inversiones e Inmobiliaria Huacachina, November 17, 2025, was a day of joy and positive emotions. A historic milestone was reached in the municipal district of La Otra Banda in Higüey, La Altagracia province, where the company has one of the most ambitious real estate developments underway in the eastern region, with an investment that to date exceeds US$40 million.
The delivery of 1,500 property titles marked one of the most important advances in the Alta Vista Village project of plots and villas, where the Peruvian-owned company has so far sold 850 homes and more than 2,000 plots, after having acquired more than 6 million square meters of land.
The day represented not only a formal act, but the consolidation of a commitment sustained over three years of work, planning and perseverance that has made a difference in the Dominican real estate sector.

Rubio explained that they currently have “2,000 titles on the table,” ready for delivery, and that in just 15 days they will complete the remaining 500 to reach 100% of the process. This figure, which includes both building lots and villas, reflects an unusual level of efficiency and operational independence. “The people who trusted us three years ago can now say that their investment is secure, because they already have the title,” he said.
The company even anticipated the natural pace of construction and already holds 800 titles for villas. Why? Because 850 villas have been sold and the titles are ready before construction even begins,” the Peruvian businessman explains with satisfaction.
Work in progress

The project's physical progress is also remarkable. Currently, 152 villas are completed, 150 are under construction, and another 300 will be added before the end of the first half of next year. With these figures, Huacachina is on track to deliver 600 residential units, while continuing to expand into new phases to meet the high demand. "What we are achieving is not common in this industry, even less so in a scenario with so many external obstacles. But here we are, fulfilling every promise," he stated.
Compliance is not just a technical matter, but a moral one, Rubio affirms. “We sell dreams. And that's not something to be trifled with. When a family works to pay their installments, they're putting in more than just money: they're putting in their hopes and dreams,” he expressed.
He recalled painful precedents in the Dominican Republic of projects that never materialized, leaving hundreds of buyers without answers. Therefore, he maintains that a developer's responsibility goes beyond simply erecting structures: it's about honoring trust by delivering documents, infrastructure, and tangible progress.
A promising future

To date, the residential complex has sold 850 villas and 2,000 plots of land.
Huacachina plans to build 5,000 residential units with the Alta Vista Village complex. The company is currently in its seventh phase of land development, having sold out the previous phases. This has been possible thanks to a solid legal foundation. “We have 3 million square meters registered in Huacachina's name, free of any liens or encumbrances. Everything is legally separate and ready for future phases,” explained Rubio. Furthermore, the company has completed roads, drilled water wells, and installed electrical infrastructure, ensuring that owners can begin construction without delays. “We've done our part. Now it's up to the families to come and build; the road is ready,” he affirmed.
Jobs for the country
Behind this progress is a team of 132 direct employees and more than 680 indirect employees who are driving the local economy. The accumulated investment exceeds $40 million and has been executed under a unique model: all the properties are free of mortgages. “It’s very different to separate indebted land. We haven’t had to approach any banks, and that’s part of our strength,” he emphasized.
Ismael Rubio stated that the corporate philosophy that enables results of this magnitude is based on two pillars: planning and human talent. “The secret is surrounding yourself with the best people. We have the best law firm, the best management company, the best marketing firm, and an extraordinary technical team. None of this would be possible without them.” Although he acknowledges that the path has not been without obstacles, citing the weather, supplier delays, immigration difficulties, and other unforeseen factors, he believes that solid planning transforms each challenge into a manageable process. “If you plan, you know a hurricane or heavy rain is coming. If you improvise, a single bump in the road will knock you down.”.
Association and disputes
As president of the La Otra Banda Punta Cana Real Estate and Tourism Developers Association, Rubio also faced jurisdictional disputes with the municipality of Higüey, a conflict that persisted for months, generating some uncertainty. However, the developers maintained their unwavering support for the mayor. “From day one, we said it was our duty to support him. Legally, La Otra Banda was right, and time has proven us right. All the ministries now recognize the district's jurisdiction,” he affirmed.
Projections 2026
Huacachina is preparing a high-impact event for February: the handover of 300 villas and their corresponding titles in a massive ceremony where the owners will go on stage to receive their keys. Rubio affirms that it will be a public demonstration of the physical progress achieved. “It’s one thing to see half-finished villas, and another to see almost 200 houses completed. In February, you’ll be able to see the difference and understand how far we’ve come.”.
Rubio also announced that Huacachina is working on new areas designated for community spaces, green areas, recreational areas, and complementary services that will enhance the quality of life within the project. He explained that these infrastructures aim to foster a functional and safe environment where families can live together, develop local businesses, and participate in activities that promote social integration. “A project isn't just about houses; it's about creating community. And that's what we're going to deliver,” he affirmed.
The businessman remains committed to the Dominican Republic. “We continue to invest here without hesitation. We didn't come here to experiment; we came because we believe in this country and its people.” With land titles awarded, infrastructure completed, and sustained growth, Huacachina is solidifying its position as one of the most organized, transparent, and visionary projects in the La Otra Banda region, reaffirming that fulfilling its promises is not just a goal, but the very essence of its work.
