SANTO DOMINGO – The government presented the Puerto Plata Municipal Land Use Plan, a tool designed to organize the province's growth and establish clear guidelines for land use. The initiative was spearheaded by the Minister of the Presidency, José Ignacio Paliza.
According to the Ministry of the Presidency, this plan is not an isolated effort, but rather part of a broader strategy that includes the implementation of similar instruments in dozens of municipalities across the country. The Ministry indicated that some are already complete and others are in their final stages, as part of a national goal aimed at transforming territorial planning.
A map for the future
According to official information, the document was developed through a lengthy process that integrated technical studies, environmental analyses, and urban projections. The Ministry indicated that its purpose is to anticipate the province's growth, preventing the uncontrolled expansion that has characterized several areas in recent years.
According to what was explained, the plan will also be subject to a public consultation process, in which citizens, productive sectors and local authorities will be able to express their opinions before its final approval.
Problems that can no longer be ignored
The Ministry of the Presidency indicated that Puerto Plata faces significant conflicts in land use, such as construction in vulnerable areas, irregular occupations, and pressure on areas of environmental value.
According to the institution, issues such as river pollution, urban sprawl onto agricultural land, and the presence of productive activities that create tensions in the territory have also been identified. In response, the plan proposes a clearer land classification system and guidelines for its use.
Legal certainty and orderly development
According to the Ministry, one of the main contributions of this tool will be to offer greater legal certainty to both investors and citizens. The institution indicated that establishing clear rules will reduce uncertainty in construction projects and streamline permitting processes.
Furthermore, according to official information, the population growth of Puerto Plata reinforces the need for this type of planning, in a context where the territory faces geographical limitations and a growing demand for urban spaces.
A call to fulfill it
The Ministry of the Presidency indicated that the plan's success will depend not only on its design but also on its implementation. In this regard, it called upon municipal authorities and citizens to support its implementation and adaptation over time.
