Who is the new CEO of OPRET?

SANTO DOMINGO. - Following the nationwide blackout on Tuesday, November 11, President Luis Abinader Integrated Transportation System this weekend , which drew criticism for the shutdown of the Santo Domingo Metro after the national power outage.

Former President Leonel Fernández criticized the shutdown of the transportation system, arguing that the Metro "operates with three power substations interconnected to the national electrical system" and that it also has its own generation capacity of 40 megawatts, designed precisely to avoid interruptions in cases of emergency.

By Decree No. 652-25 , the Executive Branch appointed engineer Jhael Isa Tavárez as executive director of the Office for the Reorganization of Transportation (OPRET). Likewise, in compliance with the decree, Isa will also serve, in an honorary capacity , as executive director of the Trust for the Development of the Mass Transit System (FITRAM) , the body responsible for the design, construction, operation, and maintenance of the National Mass Transit Network .

A press release from the Presidency indicates that the measure seeks a profound reorganization of the Integrated Transportation System, aimed at optimizing the planning, operation and sustainability of mass public transportation throughout the national territory.

About Isa Tavárez

He has a background in the development of mass transit . Until now, he served as executive director of Fitram, where he oversaw key projects such as the Santiago Monorail and Cable Car , as well as  Lines 1, 2, and 3 of the Santo Domingo Cable Car , which are part of the Integrated Transportation System.

He is a civil engineer, a graduate of INTEC, and holds a master's degree in Transportation Engineering from Rensselaer Polytechnic Institute (RPI) in New York , through the prestigious Fulbright . He is currently pursuing a doctorate in Civil Engineering Systems with a concentration in Transportation at the Polytechnic University of Madrid (UPM).

From the Ministry of the Presidency, where she has worked for over a decade, she has promoted strategic mobility initiatives and coordinated the implementation of infrastructure projects aimed at modernizing public transportation. Her experience includes specialized consulting and ongoing participation in international forums and conferences on sustainable mobility.

Engineer Jhael Isa Tavárez has been cited as one of the most influential technical figures in the transformation of mass transport in the country, contributing a vision oriented towards sustainability and the integration of mobility models adjusted to international standards .

President Abinader's decree recognizes that the mass transit system constitutes a national public service, making the incorporation of alternative modes of land transportation priority for the government. more equitable of resources and curb the progressive deterioration of the environment, thereby improving urban mobility. To this end, the decree stipulates that service effectiveness and the efficient management of resources for service provision be prioritized, ensuring that the various public entities involved work in a coordinated, timely, and transparent manner.
