President Abinader appoints Jorge Subero Isa as legal advisor to the Executive Branch

Decree 1-26 also appoints Antoliano Peralta Romero as Minister of Justice.

SANTO DOMINGO. – The President of the Republic, Luis Abinader, issued Decree No. 1-26 , appointing Jorge Subero Isa as legal advisor to the Executive Branch and naming Antoliano Peralta Romero as Minister of Justice, as part of the process of institutional strengthening and adaptation of the State's legal system to the current legal framework.

With this provision, the president places at the head of the legal consultancy of the Executive Branch a figure with extensive experience and recognized prestige, responsible for providing direct legal advice to the Presidency and for ensuring the constitutional and regulatory coherence of government decisions.

Jorge Subero Isa has a distinguished career in the country's institutional life. He served as President of the Supreme Court of Justice and of the Judicial Council for fourteen years, from 1997 to 2011, a period in which he spearheaded significant modernization processes within the judicial system, strengthened the judicial career path, and contributed to consolidating the independence of the judiciary. He has also been a university professor, lecturer, and author of numerous legal works, primarily in the areas of constitutional and administrative law.

The decree also provides for the designation of Antoliano Peralta Romero as Minister of Justice, within the framework of Law No. 80-25, the Organic Law of the Ministry of Justice, enacted in August 2025. With this appointment, the Government is moving forward in consolidating this new ministry, which is destined to play a key role in coordinating the justice system and strengthening the rule of law.

Antoliano Peralta Romero has distinguished himself throughout his professional career as a litigator and consultant for public and private entities, specializing in electoral law. He has also held important professional positions, including Vice President of the Dominican Republic Bar Association and Secretary General of the Dominican Republic Lawyers Association. He holds a doctorate in Law from the Faculty of Legal and Political Sciences of the Autonomous University of Santo Domingo (UASD) and a master's degree in Administrative Law and Municipal Management from the University of Castilla-La Mancha, Spain. Prior to his appointment as Minister of Justice, he served as Legal Counsel to the Executive Branch, a position to which he was appointed by Decree No. 324-20 of August 16, 2020.
