Pepca: Former director of Corde traded one million square meters of Los Tres Brazos for a rural plot of land

SANTO DOMINGO. - Prosecutor José Miguel Marmolejos asserted this Friday afternoon that Leoncio Almánzar , former director of the Dominican Corporation of State Enterprises (Corde), illegally sold one million square meters in the area where the Los Tres Brazos sector is located .

The Public Prosecutor continued reading today the accusation against Almánzar and the other defendants in the case in the preliminary hearing that is taking place in the Sixth Court of Instruction of the National District, presided over by Judge Juan Francisco Rodríguez Consoró.

“In what we read today, we were able to see, for example, how the accused Leoncio Almánzar illegally sold one million square meters that make up the Los Tres Brazos sector in exchange for accepting as payment a plot of land, moreover, mortgaged, in a rural area,” said the prosecutor of the Specialized Prosecutor's Office for the Prosecution of Administrative Corruption (Pepca), while defining the action as “something that is totally appalling.”.

“And so, as we read the indictment, we see how each of the crimes committed by the defendants is distributed. And we understand that with the evidence presented by the Public Prosecutor's Office, there will be no alternative but to convict the defendants (in the trial phase),” he added in a press release distributed by the Attorney General's Office.

Upon leaving the court, prosecutor Marmolejos told reporters from various media outlets that at Friday's hearing they continued to present the charges established by the Public Ministry against the defendants.

The prosecutor specified that the indictment has more than 500 pages, of which they have read 200.

Last week, after several postponements, the Public Ministry restarted the reading of the accusation and continued this Friday, with Judge Rodríguez Consoró proceeding in the afternoon to postpone it until next Monday, September 27, at 9:00 a.m.

Defendants in the case

In the case concerning the illegal sale of land in the Los Tres Brazos sector of Santo Domingo East, in addition to the former director of Corde, the following individuals are also charged: Manuel Aybar Ferrando, former real estate manager of that entity; Irving José Cruz Crespo, former legal consultant; and Rosabel Castillo Rolffot, former registrar of titles for the National District.

Similarly, Juana Inés Gómez Williams, representative of the company Proyecciones Gowi SRL; Domingo Gerardo Lebrón de los Santos, president of Inversiones Fernández Parache y Asociados (Infepa), SRL, and the employees of that company Carlos Aris Gómez Williams and Julio César Gómez Williams are being prosecuted.

In addition, José Enrique de Pool Dominici, main shareholder and representative of the real estate entity Titulatec; the surveyors Ana Antonia Ozuna Nolasco and Hadonis Ruiz Mella, as well as Lisetel González, who according to the Public Ministry, lent her name as the partner of the accused Manuel Aybar, to receive two apartments intended to benefit the former real estate manager of Corde.

The Public Prosecutor's Office also accuses the commercial companies Proyecciones Inmobiliarias Gowi SRL (Proyinsa), Soluciones Electrónicas Sidenet SRL, Infepa, Titulatec SRL and Teknowlogic Dominicana SRL.

Prosecutors have established during the preliminary hearing that the defendants embezzled and defrauded the Dominican State.

The accusation states that the aforementioned officials colluded with each other to violate the constitutional and legal order, in order to defraud the Dominican State, selling an entire inhabited sector at rock-bottom prices to a group of businessmen grouped in the company Infepa.

The case has been legally classified as a violation of several articles of the Dominican Penal Code and Law No. 448-06, on Bribery in Commerce and Investment.
