In Doha, Qatar, the Dominican Republic officially signed the memorandum of understanding for the organization of ICAN 2025, a meeting for negotiating multilateral air agreements, which will take place in Dominican territory.
The president of the Civil Aviation Board (JAC), Hector Porcella, held a key bilateral meeting with the top authorities of the International Civil Aviation Organization (ICAO) during the FALC 2025 Facilitation Conference, held there.
During the session, strategic issues of high impact for Dominican aviation were addressed, including its regional leadership position.
During preparations for ICAN 2025, the JAC proposed holding a bilateral meeting with the member states of the NACC region.
This initiative seeks to strengthen cooperation and promote greater air integration among Caribbean countries. The proposal was received with great enthusiasm by ICAO representatives, who pledged their active support for its organization and implementation.
Regarding facilitation, the reactivation of the National Facilitation Committee was highlighted. This committee has shifted its focus to concrete operational issues, moving beyond mere regulatory compliance. The Civil Aviation Board (JAC) will assume oversight of the National Facilitation Program and is already working on updating the regulations in line with the latest amendments to ICAO Annex 9.

The meeting, which took place in the meeting room of the Sheraton Grand Doha Resort & Convention Hotel, was also attended by the President of the ICAO Council, Salvatore Sciacchitano; the Secretary General, Juan Carlos Salazar; the Regional Director of the NACC Office, Christopher Barks; and the Secretary General of the JAC, Bernarda Franco.
Committed to strengthening regional aviation, in line with the latest amendments to ICAO Annex 9.
Porcella also presented the results of the first Seminar on Legal Issues in Air Transport, organized by the JAC with the support of CLAC, which brought together more than 60 Dominican judges and international experts. The success of the event has prompted discussions about its possible replication in other countries in the region.
