Structural challenges and operational pressures in 2025, according to ADECLA

SANTO DOMINGO - The president of the Association of Developers and Builders of La Altagracia (ADECLA), Mario Betances, described 2025 as "a year of structural challenges and operational pressures" for the construction sector in the eastern region of the country.

According to the report, activity remained stable, driven primarily by residential, tourism, and private infrastructure projects. However, the operating environment was challenging, affected by rising material costs , a shortage of skilled labor , and slow project review and approval processes.

Betances indicated that “the developers who opted for rigorous planning, formality and quality managed to maintain a healthy pace of execution,” which, he emphasized, reflects the maturity of the sector in the face of adverse conditions.

One of the main challenges faced by the industry was the lack of inter-institutional coordination , which affects the predictability of licensing processes. This is compounded by the limited availability of local labor, which has increased reliance on foreign workers within a restrictive legal framework.

There was also an increase in logistics and operating costs, which has put pressure on project profit and required better financial and technical planning by developers.

Despite the challenges, the association president emphasized that an active agenda of strengthening the sector was maintained. Technical meetings, workshops, and gatherings with suppliers and manufacturers were organized to present new technologies and materials adapted to the conditions in the eastern part of the country.

Outlook for 2026

Looking ahead to next year, a progressive improvement in the operating environment is expected, provided that approval processes are streamlined, local technical training is strengthened, and the adoption of more efficient and sustainable construction technologies is encouraged.


“We will continue working towards a more structured, participatory and technically sound union, committed to quality, formality and the sustainable progress of the province of La Altagracia,” Betances stated.
