SANTO DOMINGO – The Ministry of Environment and Natural Resources has implemented a new digital platform designed to streamline environmental permitting processes and improve traceability in project evaluations. The tool allows for the organization of files, centralizes procedures, and facilitates the tracking of each application from its submission to its final decision.
The institution indicated that this platform is part of the institutional modernization process, aimed at streamlining procedures, reducing response times, and strengthening legal certainty in environmental processes.
In a press release, the agency noted that environmental permitting has made significant progress, achieving more streamlined, transparent, and efficient processes that benefit citizens, the productive sectors, and the country's sustainable development. The agency reiterated that this system involves the technical and environmental evaluation of projects to ensure compliance with current regulations and guarantee that economic growth is achieved under sustainability criteria.
The Ministry reported that in 2025, more than 6,500 applications were processed, including licenses (category A), permits (category B), certificates (category C), and Minimum Impact Registration Certificates (CRIM) (category D). The latter represent more than 60% of the procedures, and their processing has been expedited through a tool that uses artificial intelligence and robotics. Additionally, 24 environmental services have been digitized and are now available online, generating more than 24,000 digital interactions and reducing in-person visits.
The agency also highlighted that process automation, the incorporation of artificial intelligence, and the implementation of more than 40 continuous improvements have strengthened efficiency, transparency, and compliance with environmental regulations. In coordination with the Inter-American Development Bank (IDB), the standardization of 74 terms of reference for projects requiring Environmental Impact Studies and Declarations has begun, which will shorten evaluation times for categories A and B.
The agency also specified that a thorough technical review is conducted before approving projects in categories A, B, and C. Initiatives are evaluated by the Multidisciplinary Review Commission (CMR) and the Technical Evaluation Committee (CTE) in the cases of A and B, and by the Intermediate Evaluation Committee (CEI) in category C, ensuring well-founded decisions and environmental protection.
Minister Paíno Henríquez stated: “Today we have more agile, organized, and transparent environmental permitting processes, allowing us to provide timely responses to citizens and the productive sectors without sacrificing technical rigor or the protection of our natural resources. This modernization strengthens public trust in the State's environmental management and reaffirms our commitment to promoting responsible and sustainable economic development in strict compliance with Law 64-00.”.
