What are the changes in the new Public Procurement Law enacted this Monday by President Luis Abinader?

SANTO DOMINGOPresident Luis Abinader enacted the new Public Procurement Law 47-25 . During the ceremony, the president affirmed that the signing and enactment of the new law represents a firm and decisive step in the transformation of the Dominican State, a process he has championed since the first day of his administration . He is convinced that public resources must be managed with integrity, responsibility, and always in service of the common good.

"Today is an important day for the Dominican Republic. A day in which we reaffirm, with actions, and not just words, this government's unwavering commitment to transparency, efficiency, sustainability, and the strengthening of our institutions," he stated.

He stated that his presence at the institution's headquarters is also a clear message of full support for the work of the DGCP as the governing body and a show of confidence that they will fulfill their mission with the stature and commitment that the historical moment requires.

“But beyond the legal framework, we know that a law only becomes a reality if it has the means for its implementation. That is why, from the Government, we are committed to providing this law with the necessary human, technological, and financial resources for its effective application. Because we want its principles of transparency, efficiency, equity, and accountability to be reflected in every procurement process, every project awarded, and every contract signed,” President Abinader emphasized.

He added: "This law is also a key tool in the fight against corruption. It allows us to close loopholes for discretion, strengthen control mechanisms, and guarantee fairer conditions for all actors in the system.".

The head of state also emphasized that it is a sign of confidence for investors , a guarantee and fairness for suppliers , and above all, a concrete hope for greater well-being for every citizen of the country. “Because behind every contract governed by this law there is a school, a hospital, a road, a social program. There are lives being transformed and communities progressing.”

"The law we are enacting today represents a qualitative leap forward in our institutions. It significantly strengthens the role of the Directorate General of Public Procurement, providing it with greater capabilities, greater independence, and modern tools for auditing, supervision, and control. It is a Directorate that can now act with the agility demanded by these new times and new challenges," the president stated.

President Abinader concluded by stating that “governing with honesty and efficiency is not a slogan: it is a firm commitment to ensuring that every peso of the people’s money is invested in the people. That is the difference between any ordinary administration and a government that intends to change and transform. And that is the government we are: an efficient, transformative one, with clear rules and clean hands.”.

What does this law change?

For his part, the Director General of Public Procurement, Carlos Pimentel, explained that the new Public Procurement Law revolutionizes the system with concrete measures that will ensure significant improvements , such as:

Greater transparency and traceability : Every purchasing process will be visible and auditable, from start to finish.

Real consequences regime : Criminal sanctions are incorporated to prevent and punish irregularities.

Sustainable and inclusive purchasing : The participation of micro, small and medium-sized enterprises (MSMEs) and women-led businesses is promoted, with a budget reserve of 30%.

New contracting methods : Such as framework agreements and abbreviated tenders, which streamline and make processes more efficient.

Technology at the service of the people EficomprasRD platform is launched , a transparent and open virtual store for small purchases.

Furthermore, a framework for coordination is established between the bodies responsible for preventing and prosecuting corruption, such as the General Directorate of Ethics and Governmental Integrity (Digeig) and the Anti-Fraud Unit of the Comptroller's Office , to ensure continuous monitoring .
