SANTO DOMINGO - The Government announced this Wednesday that to follow up on the "RD Moves" strategy and the plan to decongest the streets of Greater Santo Domingo , presented by the National Institute of Transit and Land Transportation (Intrant) , the Ministry of Public Administration (MAP) issued Circular 008962 , which formalizes the staggering of work schedules in the public sector and the date of entry into force of said measure.
According to the official document signed by the Minister of Public Administration, Sigmund Freund , starting Tuesday, July 1, 2025 , public institutions with a presence in Greater Santo Domingo must divide 70% of their staff into shifts from 7:00 am to 3:00 pm and from 7:30 am to 3:30 pm; while the remaining 30% may maintain their usual schedule , from 8:00 am to 4:00 pm.
The circular indicates that those institutions that exceed 2,000 visits per month , in citizen services, must establish two shifts , the first starting at 7:00 in the morning and ending at 2:00 in the afternoon, while the second would start at 2:00 in the afternoon and extend until 9:00 at night.
Among the institutions that fall into that category are the general directorates of Passports, Migration, Customs, Internal Revenue, Intrant itself , among other government entities.
“Staggering work schedules is an effective measure, proven internationally, to distribute transport demand more efficiently and reduce the volume of vehicles at critical times,” the circular states in its preamble.
Regarding entities that operate with rotating shifts or 24/7, such as hospitals and emergency centers , these will maintain their usual scheme , adapting their administrative areas to the staggered schedule where possible.
Each institution must distribute its staff across different shift groups, according to its operational needs , ensuring continuity and quality of service to the citizen.
Both the MAP and Intrant will carry out a process of evaluation, supervision and constant monitoring to verify compliance with the established provisions and the impact on improving traffic decongestion in Greater Santo Domingo.
