With the aim of strengthening cooperation ties for the promotion of mutually beneficial investment projects, the Dominican Republic and Peru formalized an inter-institutional collaboration agreement to exchange information and experiences on the promotion of investments and structuring of projects under the Public-Private Partnership (PPP) modality.
The agreement, signed by the executive director of the General Directorate of Public-Private Partnerships (DGAPP), Sigmund Freund; and the executive director of the Private Investment Promotion Agency (Proinversión), José Salardi, and in the presence of the ambassador of the Dominican Republic in Peru, Cesar Herrera Díaz, has the purpose of promoting the strengthening of the capacities of both institutions in matters of PPPs and cooperating in activities related to the promotion of private investment.
The CEO of DGAPP, Sigmund Freund, expressed satisfaction with the signing of this agreement and pointed out that "this is the first formal agreement we have signed with an international entity, a sister agency in the area of public-private partnerships," which he said will serve to continue advancing in the strengthening of public-private partnerships in the Dominican Republic.
Proinversión's CEO, José Salardi, highlighted the positive aspects of signing this agreement and indicated that PPPs have contributed significantly to closing infrastructure gaps in Peru.
“We greatly value the course of action your country is currently taking, a clear approach to public-private partnerships, which we humbly consider the best mechanism for developing projects, ensuring their sustainability, and delivering services to citizens,” Salardi stated.
The Dominican Republic's ambassador to Peru, Cesar Herrera Díaz, emphasized that the signing of this agreement takes place in a special year for bilateral relations between Peru and the Dominican Republic, coinciding with the 150th anniversary of diplomatic relations on April 6th. "It was in 1874 that Peru established a consulate in the city of Puerto Plata (...) and the signing of this agreement is further proof of the excellent relations that exist between our countries," the ambassador stated.
Herrera Díaz argued that public-private partnerships are beneficial for the economy and development because they allow the public and private sectors to combine resources and knowledge to identify projects that would otherwise be difficult to carry out, they can boost efficiency and innovation by fostering competition, and they promote higher quality services and cost savings.

Through this agreement, both entities commit to developing an action plan that facilitates the exchange of information and experiences in the development of policies and the current legal framework that regulates the promotion of investments, through the modality of public-private partnerships; the exchange of successful experiences in the structuring of projects; and the identification of other areas of mutual collaboration.
Likewise, the institutions intend to strengthen collaborative ties in the development of cooperation activities for the promotion and attraction of private investment.
