The DGII and ABA project aims to facilitate real estate transfer procedures

Soon, taxpayers will no longer have to physically take a property transfer contract to the DGII to have it stamped, which is a major step forward in terms of public services.

PUNTA CANA. – The Director General of Internal Revenue, Luis Valdez Veras , reported this Monday that the entity is in the implementation phase of an interconnection system (API) to simplify the procedures for transferring real estate, developed together with the Association of Multiple Banks of the Dominican Republic (ABA) and the Real Estate Jurisdiction.

Valdez spoke about the digital transformation that the institution is carrying out through artificial intelligence (AI) and other tools, during the closing of the XVII International Congress of Finance and Auditing (CIFA) and the XXII Latin American Seminar of Accountants and Auditors (SELATCA), which were carried out by ABA and BDO Business School.

He explained that, as a result of the initiative developed together with the ABA, it is possible to make the payment and view the documents that are submitted to the Real Estate Jurisdiction and, soon, taxpayers will not have to physically take a property transfer contract to the DGII to seal it, which constitutes a great advance in terms of public services.

In this regard, Rosanna Ruiz , president of the ABA, highlighted that the joint work of the two institutions is aimed at simplifying the procedures necessary for users to comply with their obligations and encouraging the development of productive sectors such as micro, small and medium-sized enterprises (MSMEs).

Valdez reports that 412 million electronic tax receipts have been issued

The director of the DGII, Luis Valdez Veras, indicated that artificial intelligence "can and should be used" in tax administration to make it more efficient, facilitate compliance with tax obligations and humanize the service.

"In this matter of digital transformation, joint work with the different sectors of government is required to guarantee the proper use of technologies, in an ethical and equitable manner, protecting the fundamental rights of citizens," he said.

Among the digital advances implemented by his administration, he highlighted electronic invoicing, which already has 1,494 issuing taxpayers incorporated into the system, with a total of 412 million electronic tax receipts issued.

"Let's take advantage of the technological tools we have and not continue with those mentalities that everything is in person," Valdez said, expressing that only 130,000 users renewed their vehicle registration sticker digitally, out of a total of 2.6 million eligible for the procedure.  

Valdez explained that the DGII uses artificial intelligence in the redesign of the E-Vehicles System, the Tax Score and the upcoming implementation of Blue, a platform designed to respond efficiently to high volumes of work, integrating the processes that guarantee the traceability of requests from other instances, complaints and cases.

“We are preparing to face the challenges of the coming years and align our infrastructure with the current and future demands of the digital age. We are not talking about building from scratch, but about expanding and leveraging what we already have, which is both cost-efficient and time-efficient,” he said.

On the other hand, at the closing of the CIFA-SELATCA congress, Gustavo Ortega, president of BDO Business School, gave a report on the main contributions shared by the experts, both national and foreign.

The event was held at the Paradisus Palma Real Golf Spa hotel with the attendance of 250 accounting and auditing professionals, the organizing entities reported in a press release.
