Public Works receives 40,000 square meters of land from the CEA in Boca Chica to build a collection center

The land located in Los Paredones de Andrés, municipality of Boca Chica, will serve as a logistics center for eight State institutions, and from there they will be able to carry out their services of leaving and entering resources.

SANTO DOMINGO.- The Minister of Public Works and Communications, Deligne Ascencion, received yesterday, Thursday, from the Executive Directorate of the State Sugar Council (CEA), the usufruct contract for a lot of 40,000.48 square meters, located in parcel number 264 of Cadastral District number 32, located in Los Paredones de Andrés, municipality of Boca Chica, Santo Domingo province.

Deligne Ascención received from the Director of National Assets and Honorary Director of the CEA, Rafael Burgos Gómez, the handover of the land that will house the institution's new offices and collection center.

Upon receiving the parchment that entitles the ministry to 40,000 square meters, the official said that this is an act of great significance for the Dominican Republic, one that transcends the government and its institutions, “this will lay the foundations for the construction of a logistics city that will allow it to safeguard its heritage and carry out part of its operations.”.

The land located in Los Paredones de Andrés, municipality of Boca Chica, will serve as a logistics center for eight State institutions, and from there they will be able to carry out their services of leaving and entering resources.

“With this step taken by the CEA leadership, it is inscribing its name in the history of planning in the Dominican Republic,” the minister added.

In the case of Public Works, they will relocate their warehouses there, and the Equipment and Transportation department with its heavy or yellow equipment, "since space is needed for these multi-use properties and a base as a dispatch center for the entry and exit of these resources," Ascención said.

The MOPC is in charge of enabling access to the road, so that the beneficiary institutions can carry out the construction in the space that corresponds to them, such as the Ministry of the Presidency, the General Directorate of Transit, Traffic Safety and Land Transport, the National Institute of Hydraulic Resources, the Dominican Republic Navy, among others.

Previously, Deligne Ascención also received the usufruct contract from the legal director of the CEA, Lineed Bruno, representing the executive director of that entity, and said that on those lands Public Works will develop a set of facilities that will have to do with the construction of warehouses, location of heavy equipment, or yellow equipment.

“In this way, the MOPC will be able to clear the slums and remove the equipment from an area that today has extraordinary economic value, and which has had a change of use that does not correspond to what this environment was in the early 1950s and 1960s, but today this is the center of the city,” he said.

He emphasized that with the relocation of the spaces where the warehouses and the Directorate of Equipment and Transportation are located, other initiatives can be developed, both by the MOPC and by the Dominican government itself, with any project structuring that will be developed taking advantage of the geographical location of those lands.

While Bruno said that he was delivering the usufruct contract for the lot that has been given to the organization, and that together with other institutions the State Collection Park will be created in Boca Chica, which consists of a total area of ​​433,866.63 square meters.

The case

On May 13, 2024, President Luis Abinader granted Special Power number 88-24 to the CEA so that, on behalf of the Dominican State and Azucarera Haina, C. por A., ​​it could sign a usufruct contract in favor of the MOPC for a period of 20 years for a portion of land with a surface area of ​​40,000.48 square meters.

On June 7, 2024, the CEA signed an agreement with the MOPC and other State institutions, in the form of usufruct, through which the former sugar empire will deliver an area of ​​433,866.63 square meters, in which the State Collection Park will be created.

The usufructuary may not use the land delivered for purposes other than those established in the contract, and may not transfer, assign or convey the rights he possesses under the agreement to third parties, whether free of charge or for consideration, nor rent, lease, sell, encumber in whole or in part the property granted in usufruct, nor carry out any other form of negotiation, without the prior consent of the party delivering.
