New law protects state-sponsored family housing

SANTO DOMINGO.- The Government yesterday offered details about Law No. 82-25 , promulgated on August 7, which establishes a modern and unified regulatory framework for the Family Property regime.

With this legislation, properties benefiting from the National Land Titling Plan will be free of the family property status, thus eliminating the impediment to free disposal, promoting access to formal credit for thousands of Dominican families more easily.

“With this regulation, we strengthen the protection of state-sponsored housing for families, giving Dominicans the assurance that their homes cannot be seized or sold against their will, and at the same time, we open the door to a more agile and modern framework for managing their assets for those who benefit from titled public land,” said José Ignacio Paliza, Minister of the Presidency, at a press conference.

Duarte Méndez the executive director of the State Land Titling Technical Unit, stated that “this law is the result of coordinated work that unifies criteria and procedures, eliminating unnecessary obstacles and offering Dominican families more clarity and legal security over their properties.”

Except in the case of properties that do not have constructions with public funds, whether within the framework of the National Titling Plan, in low-cost housing projects under the Trust Law or state financing programs, the new law maintains the protection of properties built with public funds social improvement plans , ensuring that they cannot be sold or seized.

For his part, the director of National Assets, Rafael Burgos , explained that this law will allow both the owner and their descendants to have their property title as a guarantee to manage economically in a critical circumstance that needs to be resolved financially.

The event was attended by the Minister of the Presidency, Andrés Bautista ; the President of the Senate, Ricardo de los Santos ; the President of the Chamber of Deputies, Alfredo Pacheco ; Senator Cristóbal Castillo ; and the Vice Minister of the Presidency, Roger Pujols , among other stakeholders, who supported the importance of this legal reform.

With the entry into force of this regulation, the Government seeks to balance the protection of family homes with the generation of opportunities for economic growth, providing families with more flexible and secure mechanisms to manage their assets.
