Government relaunches project to deliver 110,000 new property titles

President Luis Abinader led the relaunch ceremony yesterday, Friday, of the State Sugar Council (CEA) land regularization 110,000 families from projects sold between 1996 and 2016, benefiting more than 440,000 people Monte de los Olivos sector Roselin, Susan II, and Miguelina projects and in the Nuevo Amanecer sector , with the Norberto , among others.

During the event, the president assured that the titling process being carried out by his government is not limited to an administrative or legal procedure, but rather constitutes a “profoundly human and just” act, by vindicating long-postponed rights of thousands of Dominican families.

The ruler stated that with this initiative, order will be brought "where there was chaos, justice where there was neglect, and security where doubt reigned.". 

He explained that 110,000 new property titles will be formalized in different provinces of the country, with the aim of providing peace of mind and legal security to the purchasers.

According to a press release from the Presidency, these are in addition to those already achieved in this formalization process, which include 152,000 that are in the real estate jurisdiction, 250,000 currently in the process of being surveyed and 139,000 that have already been delivered with the support of various institutions.

President Abinader stated that each title represents more than a document , as it signifies "the peace of mind of knowing that the land one works and the house one lives in are safe, the possibility of accessing credit, opening opportunities and multiplying the development of each family."

The head of state emphasized that securitization has an impact at all levels: personal, regional and national , by strengthening the confidence of families, boosting the local economy and reducing social inequalities.

“Today, we demonstrate that true justice is not built solely in the courts or in the laws, but in government decisions that touch the concrete lives of people,” President Abinader stated, emphasizing that few measures have as much impact as guaranteeing legal security of land and housing.

The president reiterated his commitment to continue building a Dominican Republic "where justice is not a privilege for the few, but a heritage for all, and where legality becomes an opportunity for every citizen.".

Greater legal security for Dominican families

For his part, the Director General of National Assets, the CEA, and the Dominican Corporation of State Enterprises (Corde), Rafael Burgos Gómez , said that the Titling Commission works in an integrated manner, meeting every two weeks to evaluate progress and fulfill the goal set by President Abinader: to deliver 1 million property titles throughout the country by the end of 2028 , strengthening legal security, boosting social development, and generating a significant economic impact for Dominican households. 

The director of the State Sugar Council (CEA) highlighted that the residents of the urbanizations benefiting from the titling process are beginning a new stage of hope and security today. 

At the end of the event, he reported that the technical teams would remain in the area starting that same day, with the goal of delivering the land titles within three months . He also requested the cooperation of community members to facilitate the surveys and guaranteed that all documents had already been recovered and organized in the CEA archive according to international standards. “We are talking about 288 housing developments belonging to the State Sugar Council that today begin to see a promise of justice and hope fulfilled. This is an act that strengthens our families and will be etched in the history of the Dominican Republic,” he concluded.

President Luis Abinader was accompanied by the governor of Santo Domingo province, Lucrecia Leyba ; the directors of the State Land Titling Technical Unit (UTECT), Duarte Méndez ; and of the National Cadastre, Héctor Pérez Mirambeaux; the deputies Jheyson García Castillo ; Juan José Rojas;  Kimberly Taveras ; Pedro Hugo Alcántara and Altagracia de los Santos ; the mayors of Santo Domingo East, Dío Astacio, and of La Caleta, Máximo Soriano ; the general director of Beautification of Roads and Ring Roads, Rodolfo Valera, and the president's press director, Alberto Caminero.
