The Minister of the Presidency, José Ignacio Paliza, presided over the ceremony on Thursday for the delivery of 317 of 934 property title certificates for the Villa Progreso project in the province of San Pedro de Macorís. The event was organized by the State Land Titling Technical Unit (UTECT) and the General Directorate of National Assets.
This delivery will directly benefit 3,736 people, as part of the Government program that seeks to guarantee legal security, promote social development and facilitate access to formal credit for Dominican families.
During the event, held at the Municipal Hall, Paliza highlighted that these types of initiatives reflect President Luis Abinader's commitment to placing citizens at the center of public policies.
“San Pedro is changing for the better, not only because of the government's interventions in different areas, such as the recently inaugurated boardwalk, but also because of the contributions of the private sector through various initiatives. And ultimately, nothing can change a family's life more than having a title deed that proves their ownership of a property. That is why we reaffirm our commitment to reducing, and eventually eliminating, the land titling deficit in the Dominican Republic,” he stated.
For his part, Duarte Méndez Peña, executive director of UTECT, pointed out that each certificate delivered represents much more than a legal document: it is a development tool and a legacy for future generations.
“These certificates that you are receiving free of charge today have saved you RD$74,720,000.00, in addition to processing fees, technical costs, plans, and legal services. Land titling has gone from being a distant promise to a concrete reality. As long as there is a Dominican family waiting for their title, we will continue working tirelessly,” he stated.
The titling process covered 934 homes and lots in the Villa Progreso project. In cases where files were still pending, the legal team completed the paperwork and signed the land transfer deeds, which were then signed by the Director of National Assets, Rafael Burgos Gómez. This process allowed for the delivery of 317 additional certificates to beneficiaries who had not yet been able to complete their documentation.
The ceremony was attended by the provincial governor, Yovanny Baltazar; Senator Aracelis Villanueva; Mayor Raymundo Ortiz; Representatives Miguel Arredondo and Luis Gómez; Vice President of Banco de Reservas, Nelson Arroyo; and the regional deputy director of UTECT East, Rubén Céspedes, among other civil and community authorities.
