SANTO DOMINGO. -The General Directorate of Public-Private Partnerships (DGAPP) announced that it has contracted the German company TÜV Rheinland Certio, SL, for consulting and support in the design, structuring and implementation process of the Vehicle Technical Inspection (ITV) Project in the Dominican Republic.
The contract agreement was signed by CEO Andrés Lugo Risk and Rodrigo Radova, general manager of the German company, and involves an amount of RD$12 million, only a fraction of the economic offer from other giants of organizational consulting, a press release highlights.
"The selection of TÜV Rheinland Certio SL is due to the fact that the company submitted a proposal that fully complies with all the criteria and conditions required in the evaluation process, thus guaranteeing that the execution of the project is highly convenient to the general interest of the nation," the press release states.
It explains that TÜV Rheinland Certio is a recognized global partner, part of the TÜV Rheinland Group, founded in 1872 in Cologne, Germany, and boasting over 150 years of global leadership in safety, quality, and sustainability. Currently, the group has a presence in 69 countries and a team of approximately 26,000 professionals, ensuring that the DGAPP has access to innovative methodologies, international best practices in certification, inspection, and consulting, and cutting-edge technology for its projects.
The group's specialized entity, TÜV Rheinland Certio, focuses particularly on vehicle inspections (MOT/ITV), industrial safety audits, management system certification, and executive training programs. Its distinguished portfolio ranges from the inspection and control of critical infrastructure, civil works, and electromechanical equipment to ISO, ESG, and compliance certifications, as well as robust risk consulting using proven technical and financial due diligence models.

"This strategic contract will bring robust governance to the ITV Project, thanks to independent verification that will increase the regulatory transparency required by Law 47-20 on Public-Private Partnerships, and comprehensive risk management aligned with ISO 31000 standards, providing solid protection for both the Dominican State and investors," the information highlights.
The choice of TÜV Rheinland Certio also represents an international seal of approval for the country, given that the TÜV brand is globally recognized as a guarantee of safety, sustainability, and corporate social responsibility (ESG) – key factors for attracting responsible foreign investment. Furthermore, with its comprehensive environmental and social impact assessment, aligned with European Union guidelines and the Sustainable Development Goals (SDGs), this consultancy will significantly strengthen the green dimension of the vehicle inspection project.
The agreement also includes the transfer of knowledge through training programs designed for local officials and operators, ensuring the operational continuity of the project and its sustained long-term success.
