The opening of the new space is part of the anniversary activities.
SANTO DOMINGO. – The Central Electoral Board (JCE) inaugurated a new building yesterday, Wednesday, spanning more than 12,000 square meters, which it named the "City of Electoral Identity." The building, acquired at a cost of RD$227 million, will serve as the logistics hub for the presidential and congressional elections scheduled for May 19th of this year.
“Today we are convened for this inauguration and two others, but this one has a very particular importance because it impacts the electoral process,” explained Román Jáquez Liranzo, president of the organization, referring to the new facilities that he said will be the central pillar of the process.
He explained that the building, which has an area of 12,329 square meters, was acquired through
a plenary approval (10,563 meters to Paraíso Industrial and 1,763 meters to the Central Bank), whose cost was RD$227 million pesos (220 million to Paraíso Industrial and 7 million to the Central Bank),” the president of the JCE detailed.
According to Jáquez Liranzo, the old building where they were staying, known as Johnson, will be handed over in October, and despite this, the projection "is that the investment will be recovered in less than 5 years, because that contract foresees an annual increase of 10%.".
“If we project to 2028 and continue paying only for the Johnson Building and
disregard this, we would pay 269 million 353 thousand Dominican pesos in rent alone,” the head of the electoral body emphasized.
He explained that the investment will be recouped in less than five years just through the acquisition, but it would also cover the investment made in adapting the new building.
Jáquez Liranzo said that the importance of electoral logistics also lies in the fact that it is one of the
fundamental aspects that allow the electoral processes to be carried out in accordance with the standards required by good electoral practices.
He added that this has been a topic of constant interest for electoral administration bodies worldwide,
and that this has been highlighted in the CAPEL dictionary, which states the following: “In the electoral field, the term logistics is used to refer to a set of activities for the organization, preparation, administration and execution of the electoral processes of political representatives and rulers, under mechanisms and procedures established by law that ensure the free and peaceful issuance of the vote to all persons with the right to participate.”
The president of the electoral body indicated that the organization of the elections could not be understood without
a set of organized activities, in such a way that they function as if they were a clock.
“For this reason, the electoral authority must develop a logistics program that allows it to fulfill this task in a timely manner, which includes aspects of planning, decision-making, acquisition of supplies and materials, organization, storage, packaging and distribution,” said the president of the JCE, who added that these elements allow for an effective and
efficient deployment and execution of the electoral administration in preparation for the elections.
The new electoral logistics warehouse is located at Isabel Aguiar Avenue #235 in Santo Domingo Oeste.
The City of Identity and Electoral Affairs will house, in addition to the entire electoral logistics process, the
project of the original second books, where more than 400,000 books from the official offices will be stored with the security and preservation standards, but the printing and binding area of the JCE will also operate in a space.
