In 2015, civil engineer Rafael Mejía decided to rent out his apartment, located in a luxury tower in the Serrallés neighborhood of the National District, and move to a more modest one. He rented the apartment to a married couple for $1,050 per month, plus 12,000 pesos for maintenance, which the tenants agreed to pay directly to the building management. Initially, the couple made the payments on time, but they later began to fall behind, to the point that the owner filed for eviction.
