SANTO DOMINGO – The first phase of the Las Parras Correction and Rehabilitation Center (CCR) was opened last Saturday, following its inauguration by the Minister of Housing, Habitat and Buildings (MIVHED), Carlos Bonilla. This opening marks the beginning of the process that will allow for the gradual replacement of the La Victoria National Penitentiary.
This phase corresponds to the first quadrants of the site and prioritizes a structure designed to improve internal control, security, and the operational organization of the center.
The initial capacity exceeds 2,400 inmates, which will allow progress in reducing the historical overcrowding that has characterized La Victoria.
The design features reinforced perimeter fences , block enclosures, and strategically placed watchtowers to ensure constant monitoring.
It also incorporates modular cells distributed by security levels, which facilitates more efficient and organized internal management.
, educational classrooms, trade workshops , and spaces designated for training programs for inmates were enabled
In addition, internal courtrooms were included, which will allow judicial processes to be carried out without external transfers that generate operational risks.
The completed phase includes sports areas, common courtyards, recreation areas and spaces for reflection, such as churches and halls for spiritual activities.
Opening
During the ceremony, Minister Carlos Bonilla emphasized that the delivered structure meets the necessary standards to operate a more organized and secure facility.
He noted that this first stage was conceived with criteria that allow for improved daily supervision, access to internal services, and the efficiency of prison staff.
Also, the head of Penitentiary Services, Roberto Santana, stated that the opening of this phase will allow progress with the gradual transfer of inmates and constitutes a firm step towards the definitive closure of La Victoria.
