Structuralist details what a report like the one expected on Jet Set would contain

The special commission in charge of investigating the causes of the collapse reported yesterday that the preliminary report is ready and will be delivered this week to the Attorney General's Office (PGR).

SANTO DOMINGO.- engineer Frinet Muñoz Espinal revealed the steps involved in preparing a preliminary technical report, such as the one expected this week, on the tragedy at the Jet Set nightclub , which occurred on April 8 of this year.

He indicated that the first thing that is done is a visual survey , carried out by experts, who evaluate the structure based on what can be observed directly on site.

In an interview on the program “El Día”, he stated that this is in addition to a dimensioned survey that can be carried out with topographic equipment and taking into account architectural measurements with a measuring tape.

He also specified that “destructive and non-destructive ” samples are taken, which can also be called “invasive and non-invasive”.

“These tests consist of taking samples, like the one shown in the photograph, from cylinders. These are samples that are taken, transported to a laboratory, broken, and their capacity and compressive strength are determined,” the expert explained.

Muñoz Espinal reported that for the structural study, after the collapse, a piece of equipment called ferroscan is used to check the distribution and amount of steel that a building has, as well as the coating that it may have.

The expert reported that when there is no plan, the "auscultation and detail" is carried out in a more advanced and comprehensive way.

“We forget that there are no blueprints, that we don't have information on-site; the information is only available on-site. So, with that information, we analyze the structure. From there, a mathematical model is created, which is an exact recreation, as close as possible to what is there,” he stated.

The structural engineer specified that all elements, internal and external, are taken into account for the analysis, that is, if there are lights, water tanks, electric generators and air compressors.

“Everything is taken into account. Also, the issue of the fine, which has been discussed a lot. Everything. Both live loads and dead loads,” he commented.

From that recreation, he explained that the movements and displacements of the structure , which allows comparing the maximum capacity that an element could withstand with the real loads to which it was subjected.

“In this specific case, we won’t be discussing any external events, because there weren’t any. There was no earthquake, no storm. We will only be analyzing the structure for dead and live loads,” the specialist explained.

Preliminary report

The director of the National Office of Seismic Evaluation and Vulnerability of Infrastructure and Buildings (Onesvie), Leonardo Reyes Madera , announced on Monday, May 26, that the preliminary report on the Jet Set nightclub tragedy, which left 236 people dead, would be ready this week.

Yesterday, Monday, June 9, he declared that the preliminary report is ready and will be delivered this week to the Attorney General's Office (PGR).

Following the collapse of the roof of the entertainment center, where the renowned merengue singer Rubby Pérez died, the Government arranged for the formation of a team of experts, under the direction of Onesvie, to investigate what triggered the tragedy .
