The Property Registry will open two service offices this year

SANTO DOMINGO. - Jhonattan Toribio Frías, general administrator of the Real Estate Registry (RI), reported that the entity will open two new service offices during 2023 to continue expanding its service network to the population.

During the first session of the year of the institution's Advisory Council, its head referred to the projects in the pipeline for this year, where he also cited the expansion of the digital signature, expansion of the national geodetic network with the installation of new reference stations (cors), and the implementation of the update of the regulatory framework of Law 108-05 of the RI.

Toribio Frias shared with the attendees the institutional transformation that the RI has undergone, its progress and main achievements in the 2021-2022 period, highlighting the improvement in response times, the expansion of digital channels, the support for unions and associations, among others.

 For his part, the president of the Supreme Court of Justice (SCJ), Luis Henry Molina Peña, explained that the progress presented by the RI has been possible because it has acted hand in hand with the actors of the sector, "which involves a broad evolution whose dynamic impact has been able to reactivate the system and effectively improve its conditions.  

Molina Peña described the space as vital for the better development of the sector and the areas of the economy that depend on it, while also predicting success for the continuous improvement of the agency's service.   

The purpose of the meeting was to identify opportunities for improvement, design joint action plans, and foster intersectoral collaboration.  

The meeting was attended by members of the SCJ, members of the Board of Directors of the RI; representatives of the Executive Branch, the business, financial, and fiduciary sectors, real estate developers, real estate agents, and professional associations.

Representing the RI were Ricardo Noboa, National Director of Title Registration; and Ridomil Rojas, National Director of Cadastral Surveys.   

Representing the Judiciary were Anselmo Alejandro Bello, judge of the Third Chamber of the SCJ; Modesto Martínez Mejía, member of the Council of the Judiciary and representative to the Board of Directors of the RI.  

Representing the different sectors were the Minister of the Presidency, Joel Santos Echavarría; the Superintendent of Banks, Alejandro Fernández W; Rosanna Ruiz, President of the Association of Multiple Banks; Christian Molina, President of the Dominican Association of Trust Companies; César Dargám, Executive Vice President of the National Council of Private Enterprise; Annerys Meléndez, President of the Association of Housing Builders and Developers; and Jorge Subero Medina, President of the Dominican Association of Tourism Companies.  

Also present were Alejandro Fondeur Mera, president of the Association of Housing Developers and Builders of Cibao (APROCOVICI); Cristian Rojas, president of the Dominican College of Engineers and Surveyors (CODIA); Miguel Surún Hernández, president of the Bar Association; Víctor Torres, president of the Dominican Association of Surveyors; Manuel Cocco, executive president of the Dominican League of Savings and Loan Associations; and Servio Tulio Castaños, executive vice president of the Institutionalism and Justice Foundation.  

Also present were Alberto Bogaert, president of the Association of Real Estate Agents and Companies (AEI); Santiago Mejía, commercial registrar of the Santo Domingo Chamber of Production; Noel Báez, legal director of MINPRE; Michael Lugo, executive director of the Dominican Association of Tourism and Real Estate Companies ( ADETI) ; Manuel Olivero, secretary of the College of Notaries; and Kharim Maluf, legal sub-director of the Superintendency of Banks.

About the Advisory Council   

The Advisory Council is composed of representatives from the business, construction, and financial sectors, professional associations related to the registry, the central government, and civil society organizations. Meetings will be held twice a year.
