SANTO DOMINGO. – The 2026 General State Budget Bill, prepared by the General Directorate of Budget (DIGEPRES), establishes that a substantial part of public investment in construction and infrastructure will be executed through projects distributed territorially throughout the country.
The budget document expressly states that the geographical location of investment projects, including those related to roads, public buildings, housing, water and sanitation, is detailed in the Investment Project Annexes by Geographical Location, which are an integral part of the bill.
However, although these annexes are officially cited in the budget text, they are not available with verifiable information in the public version currently posted on the DIGEPRES website. Consequently, the document does not allow for the identification of: amounts allocated by province or municipality, number of projects per district, or territorial concentration of construction investment.
The 2026 Budget does recognize the territorial dimension of public investment, but it does not yet offer the necessary data to quantify or compare that distribution, leaving this information subject to the full publication of the technical investment annexes.
This set of resources was approved by the National Congress and sent to the Executive Branch for promulgation or observation, and its execution is ensured through the authorized financing, including a loan, which allows covering the projected fiscal deficit without compromising the financial sustainability of the State.
