SANTO DOMINGO - A General Directorate of Prevention, Civil Protection and Emergencies (DGPCyE), with the function of developing a national system of real-time structural monitoring with sensors, drones and continuous technical diagnoses, is the proposal put forward yesterday, in light of the tragedy that occurred on April 8 and that claimed the lives of 232 people.
The People's Force (FP) party, of former president Leonel Fernández, proposed the creation of this new agency, which, as explained in a press conference, would be responsible for monitoring and certifying the structural conditions of public and private buildings to prevent regrettable events such as what happened at the legendary Jet Set entertainment center.
The proposal was presented by engineer César Fernández, speaking as spokesperson for the commission appointed by the senior management of the FP to prepare and deliver the necessary draft bill to the National Congress.

According to details provided by the political leader, the new entity would have to create a database of risk by municipality and by sector, shared with city councils and planning bodies.
He added that the agency would design permanent training programs, drills, and preventative education for the population, businesses, and public institutions.
Fernández explained that this address would serve as a technical base for coordination with the Emergency Operations Center (COE), the National Office of Seismic Evaluation and Vulnerability of Infrastructure and Buildings (Onesvie), the Ministry of Public Works and Communications (MOPC), the Ministry of Housing, Habitat and Buildings (Mivhed) and local governments.
"The People's Force, in the interest of helping to prevent events like the one that occurred at the Jet Set nightclub from continuing, formally presents the proposal for the creation of the General Directorate of Prevention, Civil Protection and Emergencies (DGPCyE)," said the spokesman.
He explained that the initiative responds to the "urgent need to have a modern and permanent technical structure that can anticipate tragedies, instead of just reacting after them.".
He asserted that the Jet Set crash was not an isolated accident, but rather the "collapse of a system that prioritizes reaction over prevention.".
