SANTO DOMINGO. -The President of the Republic, Luis Abinader, promulgated yesterday, Monday, December 15, Law 98-25, which modifies Law 225-20 on Comprehensive Management and Co-processing of Solid Waste.
The new regulations update the legal framework governing solid waste management in the country, with the aim of strengthening environmental sustainability and circular economy criteria.
Key changes include redefining the responsibilities of local governments and private managers, as well as strengthening the powers of the Ministry of Environment and Natural Resources.
The law incorporates measures aimed at reducing pollution associated with waste management and the operation of landfills. In this regard, it establishes progressive controls on single-use plastics and foam containers, whose production, import, sale, and consumption will be prohibited in stages starting in 2026, except for those that incorporate duly certified biodegradable additives.
The legislation also includes provisions to prevent monopolistic practices and promote competition in the waste management market, as well as to incentivize activities related to recycling and the manufacture of alternative materials. It also strengthens the Sustainable Waste Management Trust (DO Sostenible ) by providing it with greater oversight capabilities under transparency and control standards.
Law No. 98-25 seeks to contribute to the reduction of waste accumulation, the improvement of urban cleanliness and the decrease of health risks associated with waste, while promoting new economic opportunities in the field of environmental management and recycling.
