The National Road Safety Plan 2025-2030 will integrate all sectors of society.
SANTO DOMINGO. – President Luis Abinader Decree 656-24 yesterday, Monday declaring road safety a matter of high interest throughout the country and establishing the process for developing and implementing the National Road Safety Plan 2025-2030, with Intrant as the coordinating body.
In addition, the governor was the first to sign the National Pact for Road Safety, followed by Milton Morrison , from Intrant; Julio Brache , from AIRD; David Llibre, from Asonahores; Miguel Jiménez, from the Movido RD Foundation; Antonio Marte, from Conatra, and Ángel Ovelio Ogando from Fenatrado.
He added that it is open to all sectors to collaborate with the actions of the Government and other sectors of civil society , in pursuit of greater road safety.
The president said that “historically, traffic accidents claim more lives than the pandemic,” with a total of 26,257 people affected in the last eight years (2016-2024) in the country, with Saturdays, Sundays and Mondays being the days with the highest number of cases registered.
Between January and September 2024, 25% of the deceased were young people between 25 and 34 years old , mostly located in Greater Santo Domingo, Santiago, San Cristóbal and La Altagracia.
Another 121,850 people were injured in 2023 alone, which represents RD$130 billion for the health system.

In the period from 2020 to September 2024, the Dominican Republic registered an increase of 57% in engines, 18% in cars, 8.9% in trucks and 2.5% in buses.
Main challenges
To achieve the expected results, it is also essential to improve enforcement mortality by 50% by 2030, and achieve interoperability of road safety information systems.
The president announced that the National Pact for Road Safety represents a starting point for reviewing previous plans in this area and designing a new National Road Safety Plan 2025-2030 , which will integrate all sectors of society and establish timely, sustainable and high-impact measures , with the aim of improving road safety in the short, medium and long term.
This pact includes seven commitments :
Knowledge of the law
Dissemination of knowledge and compliance with Law No. 63-17 , on mobility, land transport, traffic and road safety.
Institutional framework
Strengthening the institutional framework to ensure continuity in plans and programs.
Auditing
Strengthening the enforcement of compliance with current laws and regulations on road safety.
Road safety education
Promote road safety education in various social spaces, with campaigns adapted to local and cultural contexts , fostering changes in behavior.
Support for reforms
To promote the implementation of the reforms to the points-based license and the vehicle technical inspection (ITV) , as set forth in Law No. 63-17.
Public-private collaboration
Promote public-private partnerships and sponsorships to implement road safety actions.
National Road Safety Plan 2025-2030
This plan will allow active participation in technical working groups and workshops , with a view to defining the actions, deadlines and progress indicators that will result in the National Road Safety Plan 2025-2030.
Road safety measures in the Dominican Republic
As part of the efforts to modernize and improve public transport and mobility policies, reforms and mechanisms to foster a long-term cultural and educational change.
These are: the immediate creation of a unit to assist victims of traffic accidents; the creation of a network of patrols for highways and urban roads as well as a discount system on the cost of the license , starting from January 1, 2025; the inclusion of road safety education in the school curriculum also in January 2025.
Starting June 1, 2025, traffic fines according to Law No. 63-17; likewise, the traffic fine system will be digital and starting July 1, 2025, driver's licenses will be based on points.
