Nearly 28,000 officers will be on duty to maintain order on the streets during the Christmas period

SANTO DOMINGO – President Luis Abinader launched Operation “Christmas with Guaranteed Peace 2.0” , deploying 22,794 members of the National Police and with the support of more than 5,000 members of the Armed Forces , totaling 27,794 agents to decisively reinforce citizen security Christmas, New Year and Three Kings Day festivities .

The actions will take place from 9:00 a.m. on Wednesday, December 3 , 2025 until 10:00 a.m. on Saturday, January 10 , 2026, throughout the national territory.

Addressing the officers, President Luis Abinader stated that during these festivities, security operations would be carried out with firmness and full respect for human rights , emphasizing the importance of maintaining discipline and strictly adhering to the orders of their superiors.

The president stated that the institution's fundamental mission is to protect the peace of all Dominicans by guaranteeing an environment of tranquility and coexistence during this special time of year.

For her part, the Minister of the Interior and Police, Faride Raful , reported that the country is increasing its operational capacity by going from 19,000 agents on the streets to almost 25,000, integrating the largest promotion of new police officers, men and women prepared to prevent, deter, monitor and protect .

He explained that this expansion is part of a profound change in security strategy , where action is no longer taken after a crime has occurred, but rather territorial intelligence systems to concentrate resources before a risk arises. “That is real prevention, not rhetoric,” he stated.

Raful highlighted that this progress builds on the results achieved in 2024, when the country reached a homicide rate of 9.58 per 100,000 inhabitants, the lowest in nearly a decade . He indicated that this figure is the result of deliberate work by the government, but also of thousands of sound decisions made by communities and families who trusted in the process.

He noted that this year they have rectified actions, improved their procedures and used the heat map indicators to respond more accurately to the needs of the territory.

Minister Raful called for shared civic responsibility , reminding everyone that security doesn't depend solely on the State. She pointed out that the country can deploy all its officers, but if each person doesn't fulfill their role, the effort falls short : the shopkeeper who exceeds permitted hours, the driver who operates under the influence of alcohol, or the neighbor who disturbs the peace all affect coexistence. "Peace isn't decreed, it's built by everyone, decision by decision," she said, concluding with her wish that the holidays find the country united and that in January families can say, "We did it together."

Meanwhile, the Director General of the National Police, Major General Ramón Antonio Guzmán Peralta , reported that for Operation "Guarantee of Peace 2.0" a joint effort will be made to reinforce the presence in commercial zones, avenues, public spaces, residential areas, transport terminals and tourist destinations, with the purpose of guaranteeing safe festivities and full citizen coexistence.

He also explained that the command and control center operates 24 hours a day to provide immediate responses and maintain effective communication with the public . He urged officers to act professionally and with respect for human rights, and called on the public to cooperate, reminding them that security is everyone's responsibility . He assured them that the National Police will be present wherever needed, guaranteeing safer Christmas celebrations for all Dominican families.

Mobilization of a large number of agents

The deployment involves the mobilization of a large number of officers who will participate in deterrent patrols , with the aim of preventing criminal acts and avoiding an increase in social conflicts during the holiday period.

The institutions supporting this extensive citizen security operation are the Attorney General's Office (PGR); the Ministry of Public Health, the Ministry of Environment and Natural Resources, the National Directorate for Drug Control (DNCD), the Emergency Operations Center (COE), the National Emergency and Security System (911), the Directorate of Social Assistance and Community Food (Dasac), the municipalities of the country, Civil Defense, the Dominican Red Cross and the Fire Departments.

President Abinader was accompanied by the Minister of Defense, Lieutenant General Carlos Antonio Fernández Onofre ; the Vice Minister of Defense for Naval and Coastal Affairs, Vice Admiral Ramón Gustavo Betances Hernández ; for Military Affairs, Major General Miguel Ángel Rubio Báez ; for Air and Space Affairs, Major General Carlos Ramón Febrillet Rodríguez ; the Inspector General of the Armed Forces, Major General Delio Buenaventura Colón Rosario ; the Commanding General of the Air Force, Major General Floreal Suárez Martínez ; of the Army, Major General Jorge Iván Camino Pérez; and of the Dominican Republic Navy, Vice Admiral Juan Bienvenido Crisóstomo Martínez.

Also present were the director of the General Directorate of Traffic and Land Transportation Security (Digesett), General Pascual Cruz Méndez ; the director of the National Emergency Response System 911, Colonel Pilot Randolfo Rijo ; the director of the Tourist Police (Politur), General Minoru Matsunaga ; the director of the Military and Police Commission (Comipol), Colonel Luis Rafael Herrera Almonte ; the deputy director of the National Police, General Juan Hilario Guzmán Badía ; the director of Internal Affairs of the National Police, General Werner Núñez Quezada ; and the executive commissioner for Police Reform, Luis Ernesto García Hernández ; among other personalities.
