These are the projects that will be managed by Urban Managers.
SANTO DOMINGO. – The Ministry of Housing, Habitat and Buildings (MIVHED) presented yesterday, Friday, the new procedure for the start of construction work, which allows projects managed by Urban Managers and inspected by Private Technical Supervisors to begin their execution under their responsibility, by notifying the entity, and subject to obtaining the construction license prior to the completion of the project.
This measure aims to reduce waiting times, streamline licensing processes, and boost public and private investment, while maintaining current technical, regulatory, and safety standards.
During the presentation, the minister of the entity, Carlos Bonilla, said that the new procedure responds to a real need of the country and the sector: to streamline processes without compromising safety, to boost construction, and to meet the growing demand for public and private projects.
“In our administration, whenever we introduce a change, an improvement, or a new procedure, the first thing we do is meet with stakeholders in the sector to explain it clearly and listen to their feedback. Because ultimately, processes don't just stay on a document: they become real work, real projects, and that's where they need to function properly,” the official explained.
The procedure applies exclusively to projects managed by Urban Managers and inspected directly by authorized Private Technical Supervisors, who assume technical responsibility during the execution of the work, under the corresponding control, monitoring and oversight mechanisms, which fall under the Ministry of Housing.
The MIVHED press release highlights that, in addition, the measure is based on the expansion of national technical capacity, through the qualification of new Urban Managers in January 2026 and the incorporation of more than 110 Private Technical Supervisors, which strengthens technical coverage at the national level.
