SANTO DOMINGO. -The Ministry of Housing, Habitat and Buildings (Mivhed) tendered the acquisition of fuel tickets for use by the vehicle fleet of that institution, for a period of six months, for a total amount of 45 million pesos.
The details of the purchasing process, which has reference No. MIVHED-CCC-LPN-2023-0009, are contained in a final report released by that institution on its transparency portal.
The fuels will be used between the months of July and December of this year.
The contract was awarded to the company Isla Dominicana de Petróleo Corporation, which reportedly granted a 10 percent discount and, according to the minutes, complied with all the requirements established in the Specific Conditions.
In total, five companies submitted their technical proposals, in addition to the winner: JG Diesel, SRL; Eco Petróleo Dominicana, SA, Estación de Servicios Coral, SRL and Total Energies Marketing Dominicana, SA.
The final report, dated July 26, 2023, is signed by Pamela Martínez, Technical Expert; Novel Lara, Financial Expert; and Karina Inés Ravelo Familia, Legal Expert.
According to the Terms and Conditions, the tickets can be exchanged for premium and regular diesel and for premium and regular gasoline.
The contract was for 5,000 tickets with a denomination of RD$2,000.00 for a total of RD$10,000,000.00; 20,000 tickets with a denomination of RD$1,000.00, for an amount of RD$20,000,000.00 and 30,000 tickets, with a denomination of RD$500.00, for a total value of RD$15,000,000.00.
The scope of ticket use should cover fuel supply stations in the metropolitan area and in provinces and municipalities in the North, South and East regions of the country.
Another process, with reference number MIVHED-CCC-LPN-2023-0005, was published for the same purposes on April 24, for an amount of RD$40,000,000.00.
Tenders in institutions linked to the industry
The Ministries of Public Works and Communications (MOPC) and Tourism (Mitur) have also published processes for acquiring fuel for use by those institutions.
The competition, which has the reference number MOPC-CCC-LNP-2023-0008, is in its closed stage, so the award notice has not yet been published and the amount to be contracted would be RD$179,677,700.00.
In total, five companies were registered to participate in said public bidding process: Coral Service Station, SRL; International Petroleum Distributors, SA; Sigma Petroleum Corp. SAS; Gulfstream Petroleum Dominicana, SRL and the company Isla Dominicana de Petróleo Corporation.
In the case of the tender, which has the reference MITUR-CCC-CP-2023-0009, it is highlighted that it is to acquire fuel for consumption in bulk tickets used to supply the daily operations at the national level of the vehicle fleet and electric generators of that institution for an amount of RD$5,154,000.00.
That competition is listed as "held and awarded" on the Compras Dominicana transactional portal, although no document has been published in the transparency section of Mitur, not only in relation to that process but in any of the months that have passed in the year 2023.
According to the Compras Dominicana portal, that process was awarded with two amounts; one, of RD$954,000.00, for a lot of prepaid tickets, and another, amounting to RD$200,000.00, for a lot II for bulk fuel, to the company Distribuidores Internacionales de Petróleo, SA (DIPSA).
The first batch or batch I includes the purchase of 1,870 gasoline tickets with a denomination of RD$2,000.00; 600 tickets with a denomination of RD$1,000.00; 1,000 tickets of RD$500.00; 420 tickets of RD$200.00 and 300 tickets of RD$100.00.
The MITUR-CCC-CP-2023-0009 process was published on July 3rd. Another similar competition, reference number MITUR-CCC-CP-2023-0004 (aimed at MSMEs), was published with the same amount on April 14th.
