Intrant announces measures to regulate freight transport in Christmas 2025 and New Year 2026

The National Institute of Transit and Land Transportation (Intrant) announced that it will implement special measures to regulate the circulation of cargo vehicles during the Christmas 2025 and New Year 2026 holidays, with the aim of strengthening road safety on the busiest days of the year.

The restrictions will be in effect from December 23 6:00 a.m., until , December 26 5:00 a.m. , and again from December 30 6:00 a.m. , until Friday, January 2 , 2026, at 5:00 a.m.

These provisions include the permits issued for the Restricted Access Zone (ZAR) and are based on Administrative Resolution No. 011-2025 .

Intrant explained that it will grant special permits on a conditional basis to guarantee the supply of priority products during the festivities.

These include fuels, water, food, toys, medicines, medical equipment, hospital waste, cash-in-transit services, and other essential supplies. To request these permits, companies must be registered on the digital platform as Freight Transport Operators.

The institution clarified that permits will not be issued for trucks with double tails or double trailers, oversized or overweight loads, due to the risk they represent during periods of high mobility.

He also reiterated that vehicles intended for essential services , such as vans, trucks, ambulances, emergency units, water tanker trucks and those identified as maintenance equipment for electricity, telephone, cable, public roads, roadside assistance and urban hygiene, are exempt from the provision.

Intrant reminded everyone that these measures aim to protect lives and prevent incidents, and urged operators to comply with the established regulations.

Failure to comply will be penalized with the equivalent of one minimum wage in the decentralized public sector, as established by Law 63-17 and Regulation 258-20 . Permits can now be requested through www.intrant.gob.do , where payment can also be made online and the authorization with a QR code can be downloaded.

In this regard, the executive director of Intrant, Milton Morrison , emphasized the importance of these measures to safeguard the population during the holidays: “Our greatest commitment is to protect lives. These actions allow us to reduce risks on the roads and ensure that every Dominican family can reach their destination safely and celebrate these days in peace.”  

Finally, the institution reiterated that, even outside of restricted periods, cargo vehicles must respect traffic regulations : not exceeding 70 km/h on main roads; properly securing the load; covering loose materials with tarpaulins and traveling in the right lane.
