In addition to the construction materials mine, Pagán would buy a cement plant

He reportedly paid RD$25 million in advance to secure the purchase of the cement company

Francisco Pagán , who served as director of the State Works Supervisory Office (Oisoe) and is accused in the  Operation Anti-Octopus corruption , in addition to having acquired a huge property in Tamayo , where he operates a mine extracting construction materials, would also have advanced RD$25 million for the acquisition of a cement processing plant.

This stems from the accusation presented by the Specialized Prosecutor's Office for the Prosecution of Corruption ( Pepca ), in which it is stated that the asphalt cement plant that Pagán would buy is located in the Orégano Chiquito session, municipal district of Tábara Abajo, Azua province, and would be acquired from a person identified as Bolívar Antonio Ventura Rodríguez.

Following the arrest of Francisco Pagán and during the continuation of the investigations into the corruption led by Alexis Medina Sánchez, Ventura Rodríguez was called by the Pepca to be questioned and it is there that he reveals that he had received the millionaire sum through a man named José Luis González (Morroco).

Who is Ventura?

Ventura Rodríguez appears as the owner of several companies dedicated to the sale of construction materials, the design and construction of buildings, houses, roads, engineering works and architecture with advanced technology.

But this is not the first time Bolívar Antonio Ventura Rodríguez has appeared in a corruption investigation involving the OISOE. This “prosperous businessman” was accused, along with San Juan Senator Félix Bautista, of corruption , but they were later acquitted (the charges did not prosper).

Currently, due to his cooperation with information and the delivery of money in the Antipulpo case, the Public Prosecutor's Office did not include Ventura as an accused and offered him as a witness to prove fraudulent activities that are attributed to the members of the alleged network.

“We proved… that this witness voluntarily delivered to the Public Ministry the sum of RD$25,000,000, which had been delivered by Francisco Pagán Rodríguez, to secure the purchase of the asphalt cement plant located in the Orégano Chiquito session, municipal district of Tábara Abajo, Azua de Compostela province… as well as any other circumstance related to the credit assignments and the facts investigated,” the accusation says.

He bought a quarry in Tamayo

The 3,399 tareas (approximately 2.1 million square meters) plot of land acquired with money from corrupt acts by Francisco Pagán Rodríguez is so large that the Colonial Zone of Santo Domingo (with nearly 1 million square meters) would fit twice within the area of ​​this plot, purchased for the modest price of RD$5,948,250. The property in question is located in a remote area of ​​the Mena Abajo community, in the municipality of Tamayo, Bahoruco Province.
