SANTO DOMINGO - With an estimated investment of around 2 billion pesos, President Luis Abinader inaugurated yesterday, Wednesday, the overpass at the intersection of Prolongación 27 de Febrero and Avenida Isabel Aguiar , a project that will contribute to improving the mobility of more than one million drivers and passengers who travel this road corridor daily.
With the commissioning of this overpass, authorities estimate a reduction of up to 40% in travel times between Santo Domingo Oeste, the South and the National District, and also project significant savings in fuel and operating costs, greater productivity , and a reduction in accidents .
At the event, the president, accompanied by the Minister of Public Works, Eduardo Estrella, highlighted that this project is part of a comprehensive plan to decongest and improve mass transit in Greater Santo Domingo and throughout the country.
The head of state explained that, along with this infrastructure, a terminal will be built in Santo Domingo Oeste through a public-private agreement, where the cable car, which is projected to be ready by the middle of next year, will also be located.
He added that the combination of these projects along with the metro will significantly improve mass transit and transportation in general in Santo Domingo Oeste, the south, and even for people coming from the Cibao region to the south of Santo Domingo.
He also indicated that this project, together with kilometer 9, the Republic of Colombia Avenue and the missing section of the Ecological Avenue , which will open next month, will help to decongest the entrance to Santo Domingo.
The president emphasized the overall integration and planning of public works projects related to drinking water, transportation, and stormwater drainage improvements. He also announced the bidding process for the bridge over the Ozama River .
Investment
The project represented an investment of approximately RD$2 billion , funded by the renegotiated contract with Aerodom . This infrastructure represents a strategic advancement in the reorganization of the capital's road network, directly connecting the south of the country with the National District and Santo Domingo West via the 6 de Noviembre Highway and 27 de Febrero Avenue. It will soon connect with the tunnel at the intersection of Luperón Avenue and 27 de Febrero Avenue, passing through Plaza de la Bandera in a north-south direction.
The new structure is part of the comprehensive mobility plan promoted by the Government, which includes the interconnection with the Luperón Avenue tunnel and the Plaza de la Bandera , and seeks to definitively decongest one of the busiest points in Greater Santo Domingo.
This 480-meter-long grade-separated interchange consists of three sections and a two-level trumpet interchange with eight operational ramps, facilitating continuous flow in both directions . The service roads have six side lanes (three in each direction) for heavy and light traffic, ensuring more efficient and safer travel.
Built with reinforced concrete and post-tensioned beams, the project incorporates New Jersey-type walls, vertical and horizontal signage, protective railings, LED lighting, and landscaping designed to harmonize with the urban environment.
One of the most innovative elements is its drainage system , with a capacity for one million gallons of water, connected to the Guajimía ravine, which guarantees the permanent evacuation of rainwater and prevents flooding throughout the area.
The overpass was designed under the international standards AASHTO 2018 , guaranteeing a safe, durable and highly efficient operational structure, with a design speed of 50 km/h that allows for smooth traffic flow without the need for traffic lights .
They will put bridges
The Minister of Public Works, Eduardo Estrella , emphasized that the quality of public works is achieved through good execution, supervision, and timely payments .
He stated that the project, which began in April 2024, is being delivered to the Dominican people eighteen months later as a demonstration of responsible management and commitment to road development.
He announced the imminent delivery of the Constitutional Court building and the construction of the trench at Plaza de la Bandera, in addition to projects such as the overpass at kilometer 28 , the expansion of the Sánchez road and the Ecological Avenue towards the port of Caucedo.
Among the works underway, he also mentioned the Monte Plata–Bayaguana–Hato Mayor corridor, the bypasses of San Francisco de Macorís, Navarrete and Higüey, and the improvement of the Samaná boardwalk.
He reported that 53 bridges will be put out to tender in January with support from the Inter-American Development Bank (IDB), reaffirming the Government's commitment to the country's road development.
