SANTO DOMINGO - The former director of the Specialized Tourist Security Corps (Cestur), Juan Carlos Torres Robiou, bought a luxury apartment in Samaná valued at half a million dollars, but supposedly did so through a company owned by Pastor Rossy Guzmán to avoid raising suspicions.
At least that's what Raúl Alejandro Girón claimed during an interrogation conducted by the Specialized Prosecutor's Office for the Prosecution of Administrative Corruption (Pepca).
“All of that was done to conceal the property and erase the trail of the real owner, who is the accused General Juan Carlos Torre Robiou, since he would have no way of justifying the purchase in cash, and without financing,” explained Raúl Alejandro Girón, the accused who last May admitted to the court his participation in the religious-military network denounced by the prosecutors.
With the expression “all that”, Girón referred to an alleged loan of RD $7,500,000 to the pastor's company, which he denied, as well as the payment of an alleged debt of RD $13,260,000 contracted with his father, Vicente Girón De la Cruz, which he also denied.
But Girón was not the only one to claim that Torres Robiou is the true owner of the tourist apartment; several Cestur employees as well as the selling company corroborated the information.
“Witnesses David Abreu Padilla, Miguel Cancu, Jacobo Horacio and Israel Blanc Hernández recognize the Balcones del Atlántico property as belonging to the defendant Juan Carlos Torre Robiou , even making maintenance payments for it,” states the accusation presented by the Pepca against the main defendant in the “Coral 5G” investigation.
The document adds that the payment for the maintenance of the property came from Cestur, from where other fixed payments of a personal nature were also diverted, with Abreu Padilla, the person in charge of accounts payable at Cestur, being responsible.
Likewise, the seller of the apartment voluntarily handed over his cell phone, on which prosecutors found 75 conversations with General Torres Robiou, Colonel Rafael Núñez de Aza, and Pastor Rossy Guzmán via WhatsApp, which "prove that the apartment really belongs to General Juan Carlos Torres Robiou.".
How did you acquire the property?
Prosecutors say Torres Robiou used the company Único Real State e Inversiones SRL, owned by Rossy Maybelline Guzmán Sánchez (la Pastora), to acquire a “luxurious” apartment in the Balcones del Atlántico condominium, located in Las Terrenas, Samaná province.
The property, currently valued at approximately half a million dollars, was acquired for about RD$13,327,000 on August 30, 2019 from the company Kratos Ventures Inc., represented by Samuel Pou Coen, who acknowledged to the authorities that Torres Robiou was the buyer and "that he put him in contact with his 'assistant', the co-defendant Colonel Rafael Núñez de Aza, who was in charge of making the agreed payment.".
The pastor reportedly explained to the Public Ministry that the purchase of the apartment in Samaná was made with the funds from the profits of her company Único Real State, together with the loan of more than seven million pesos that Girón supposedly made to her, although he later denied it.
One year after it was purchased, the property was sold for RD$14,260,000, less than half of the current value of the apartment, which was categorized by the authorities as "strange".
“The accused Rossy Maybelline Guzmán Sánchez herself states that, since the acquisition of this property, it has been under the possession of General Juan Carlos Torre Robiou, former director of Cestur, supposedly as a rental, paying a monthly amount of US$3,000, a situation that corroborates the illegality,” the prosecutors mention in the accusation.
The representative of Kratos Ventures Inc. also stated, according to Pepca, that Colonel Núñez de Aza is the one who sends him the data of the company Único Real State e Inversiones SRL, to carry out the sales contract and at the same time puts him in contact with the accused Rossy Maybelline Guzmán Sánchez.
Other properties
