The document states that the mission must subsequently present to the Executive Branch the suggestions that, as a result of the analysis carried out, it considers pertinent.
The decree states that the position is temporary and honorary . It will be coordinated by Milton Leónidas Ray Guevara . The committee will also include legal experts specializing in public and private law : Jimena Conde Jiminán; Justo Pedro Castellanos Khoury; Juan Manuel Rosario; Belén Catalina del Toro; Lenis García Guzmán; Javier A. Suárez; Félix Tena de Sosa; and Jatzel Román González.
The decree states that the Executive Branch adopted a series of measures to strengthen institutional mechanisms to curb irregular immigration, one of which is the study and review of the legal framework on immigration to develop proposals that will culminate in the modernization and updating of these regulations.
The first consideration of the document indicates that “in accordance with the Constitution, the Dominican Republic is a Social and democratic State of law, organized in the form of a unitary Republic, founded on respect for human dignity, fundamental rights, work, popular sovereignty and the separation and independence of public powers.”.
Another indicates that the country has a privileged geographical location and sustained economic, social and institutional development that makes it an attractive migratory destination, with high levels of irregularity.
He adds that this is compounded by the globalized phenomenon, further complicated by the existence of two nations on the same island, making it essential to formulate a clear, modern regulatory framework that is in line with the demands of the Dominican people.
