Vice President Raquel Peña believed that the government reversed the measure because they were not ready for it.
SANTO DOMINGO. – A decree that was to take effect in six months and that mandated the collection of ITBIS (Value Added Tax) from digital platforms, including Airbnb, was repealed last Monday, March 3, by the Executive Branch.
Yesterday, the Vice President of the Republic, Raquel Peña, declared that the measure was undone because the conditions did not exist to take that step.
“We really weren’t ready to issue that decree, and the truth is, as you’ve heard President Abinader say, when something isn’t ready to be done at a certain time, it’s withdrawn or done at the appropriate time,” the vice president said, according to today’s edition of Listin Diario.
The measure ordering the collection was formalized through Decree 30-25, published in Official Gazette No. 11186 on January 25, 2025. The measure would come into effect six months after it was issued, approximately in July 2025.
However, after it was reported in some media outlets, the Dominican Government repealed, through Decree No. 107-25 , Decree 30-25 of January 17, 2025 , which regulated the collection and application of the ITBIS on digital services consumed in the country and provided by foreign suppliers .
The announcement was made by Homero Figueroa , Director of Strategy and Communication for the Presidency of the Republic , who emphasized that with this measure, the Executive Branch nullifies the regulation that established the collection of the tax on these digital platforms.
Decree 107-25 , signed by President Luis Abinader , establishes in its article 1 the repeal of Decree 30-25 and in its article 2 orders its notification to the corresponding institutions for their knowledge and execution.
The decree issued in January stipulated the collection of ITBIS (Value Added Tax) for video and music streaming services (Netflix, Spotify, Disney+, etc.), online advertising and social media services (Facebook Ads, Google Ads), intermediation platforms such as Uber, Airbnb and similar services, and cloud storage and software as a service (SaaS) services.
