SAMANÁ – The Dominican Republic's Internal Revenue Service (DGII) launched National Taxpayer Registry (RNC) Update and Regularization Project municipality of Las Terrenas , Samaná province. area is identified as having the highest rate of informal commerce and cash transactions in the country.
The head of the DGII, Luis Valdez Veras , explained that in Samaná there are 3,421 registered taxpayers , of which 1,540 are in Las Terrenas, for 45.1% of the total.
At the Northeast regional level, this province is the second with the highest tax contribution, with RD 1,276 million in 2024.
“We have chosen Las Terrenas because it is the municipality in the country where the highest number of reported cash transactions is registered by the tax administration,” Valdez Veras stated.
The official also noted the implications of informality in terms of unfair competition . “It’s not possible for you to have a business and regularly pay your taxes while your neighbor doesn’t pay any taxes at all.”
He indicated that the Government requires more resources because it has a budget deficit of RD$240 billion to meet the demands of the population and that, in the case of Samaná, investments exceeding RD$2 billion are being made in works.
“The president has fallen in love with Samaná and the investment in works exceeds 2 billion pesos,” Valdez highlighted, after listing the 23 works being carried out in the sectors of water, education, road infrastructure, sports, plazas and docks.
He asked for support from the authorities and merchants for the RNC project, which does not contemplate new taxes, but rather increasing formality .
The formal launch of the project took place at the Alisei Hotel and was attended by Senator Pedro Catrain ; Governor Teodora Mullix Geraldino ; Deputy Director of the DGII, Carolina Yamamoto ; Nelson Nuñez , Mayor of Samaná; Eduardo Esteban Polanco , Mayor of Las Terrenas; and Demetrio Vicente , President of the Chamber of Commerce and Production.
These personalities called for support for the project and agreed on the need for greater resources to respond to the demands for services and works in this rapidly growing tourist destination.
The RNC update project, which is being carried out from March 3 to 14, seeks to collect updated information on businesses and companies already established , as well as those that operate informally but have a physical presence in different productive sectors.
A team of technicians from the institution will collect the information from businesses digitally, and the institution's staff will be properly identified, which can be verified using a QR code placed on their ID card.
During the data collection day, visits will be made to the businesses identified in the planned areas, prioritizing those with the greatest economic and commercial impact , with a gradual approach until all areas of greatest commercial flow in the national territory are covered.
Valdez Veras expressed his gratitude for the support given to the project by local authorities, mayors, deputies, the provincial government, the Senatorial Office, the Ministry of Tourism, the National Police, business associations and institutions in Samaná, which have been key to coordinating the work.

These actions of the DGII are protected by the provisions established by the Constitution of the Republic, the Tax Code (Law 11-92) Title I in its articles 2, 4, 5, 6, 10, 11, 21, 44, 45, 50, 66 and other titles; as well as in Law No. 32-23 on Electronic Billing, General Rule No. 07-14 on the Power of Determination of the Tax Obligation of the DGII and General Rule No. 04-21 on the National Taxpayer Registry (RNC).
