SANTO DOMINGO - Mario Betances, president of the Association of Builders and Developers of La Altagracia ( ADECLA ), reported that the construction sector in the eastern region faces multiple difficulties that have slowed the execution of projects and generated concern among national and foreign investors.
“This not only affects local developers, but also the confidence of foreign investors who see the Dominican Republic as an attractive destination for their investments,” he said.
Among the main problems, Betances pointed to the lack of clarity between the municipalities of Higüey and Verón regarding the payment of fees and the authority to issue land use permits. This situation prevents the Ministry of Housing, Habitat and Buildings (MIVHED) from granting building licenses. “This lack of clarity has caused significant delays in ongoing projects,” he stated.
The businessman also highlighted the increase in input prices, the shortage of skilled labor, and the lengthy permitting processes as factors directly impacting project planning in key areas such as Punta Cana, Bávaro, and La Altagracia. “Construction schedules are being compromised, and costs are rising,” he warned.
The concern extends to foreign investment, as delays and a lack of clarity in the processes have begun to affect the confidence of those who see the eastern region as a hub for economic growth. “ We need more streamlined processes and clear rules among local authorities ,” Betances emphasized.
Given this situation, representatives of the sector held a meeting with the MIVHED to present their concerns and seek joint solutions that would expedite processes and strengthen the technical supervision of the works.

During the meeting, topics such as the issuance of licenses through the Single Window for Construction (VUC) platform, response times for procedures, the implementation of the new Building Code, and the use of the Private Technical Supervisor were discussed. This tool was presented as an alternative to provide more personalized support to developers, with the aim of increasing efficiency and transparency in the review of plans and the supervision of construction projects.
The establishment of direct service channels at the MIVHED offices in Santo Domingo and Punta Cana was also discussed, where construction companies can make technical inquiries and track their projects. Business leaders appreciated the institutional openness but insisted that structural solutions are needed to prevent further delays.
The Ministry reiterated its commitment to continue strengthening the VUC digital platform and consolidating technical supervision mechanisms, in coordination with private sector actors.
