He opined that the proposal opens an opportunity to achieve a very practical and modern law, but for this it is important to unify the ideas of all sectors linked to the issue.

SANTO DOMINGO - Melchor Alcántara, coordinator of the National Observatory of the Construction Industry (ONIC), believes that sectors linked to the real estate and construction industry should be part of the commission that will work on the draft Law on real estate rentals and evictions, which was recently introduced in the Chamber of Deputies.

In that regard, the construction businessman also asked its proponent, Deputy Alfredo Pacheco, to include in the study of the same representatives of ONIC, the Association of Housing Builders and Promoters (ACOPROVI), the Association of Real Estate Agents and Companies (AEI) and the Association of Housing Promoters and Builders of Cibao (APROCOVICI).

“Because it is such a technical issue, we want to ask the president of the Chamber of Deputies to include in the study commission that has been formed, the organizations that make up the real estate sector, such as ONIC, Acoprovi, Aprocovici, AEI, since all these associations have interesting proposals that can strengthen the ideas that are being reflected in this new law,” Alcántara explained.

He opined that the proposal opens an opportunity to achieve a very practical and modern law, but for this it is important to unify the ideas of all sectors linked to the issue.

The lawyer also understands that there are many ideas that the deputies see with a different vision, and that is where the representatives of the sector have to intervene so that the final result is valuable and does not become a setback, stagnation or more of the same.

The ONIC representative welcomed the initiative to formulate a new tenancy bill and said it is a long-sought achievement for the housing and construction development sector.

“The fact that this initiative is being formulated with such urgency is something we consider positive, because the country needs a modern and practical rental law that promotes real estate investment for rentals and allows prices to become more affordable for the user,” the construction businessman stated.

He opined that, in that same order, the owners who are affected by those who do not pay, which in his opinion is the minimum of the population, should find an expeditious way to recover their property.

He said that projects like the one submitted by Pacheco strengthen investment in the sector, considering that the current law in the country is obsolete and has contributed to investments in the rental modality falling behind due to an instrument that does not meet the needs of the current market.

“I think this law should unify all existing laws on rental matters because we have, on one hand, the civil code, decree 48-07, among other laws that deal with the issue of rentals,” Alcántara stated.
