SANTO DOMINGO. -The Public Prosecutor's Office states that lawyer Ángel Gilberto Lockward Mella carried out actions to execute illegal processes of payments for land expropriations.
Through this institution, whose head was Donald Guerrero, also implicated in this case, according to the file, "illegal public debt processes were carried out to divert billions of pesos from the Dominican State's assets" and thus benefit personally and at the same time obtain illicit funds during the years 2019 and 2020, to finance the political campaign of the Dominican Liberation Party.
Part of these lands are located in Higüey, La Altagracia province, specifically within the protected area of the East National Park (Cotubanamá); in the municipality of Santo Domingo Este, Santo Domingo province, where one of the plots corresponds to the land where the Las Américas International Airport (AILA) is located; National District, on a plot located on the Malecón maritime strip; municipality of Santo Domingo Oeste, Santo Domingo province, within the land where the Merca Santo Domingo was built; in Cotuí, Sánchez Ramírez province, among others.
According to the file, Ángel Lockward benefited both personally and through the company Ángel Lockward & Asociados, SRL, from RD$ 270,263,750.46 for the payment of the AILA lands.
They establish that with the ruling of the Superior Administrative Court (TSA) that ordered the payment of RD$515 million 346 thousand to the successors and owners for the expropriation of those lands, irregularities and fraudulent maneuvers were verified, including representation of people who were not part of the transactional agreement signed with the General Directorate of National Assets, in whose name without mandate or power of representation, credit assignments were granted in favor of some of the accused.
They cite the case of Delia Reyes Escoto, who died in 2012, who in the transactional agreement of February 6, 2019, did not appear as a signatory or represented party; however, it was verified that “the credit assignment contract dated February 4, 2019, in favor of the accused Ángel Gilberto Lockward Mella and the company Ángel Lockward y Asociados, SRL, for the sum of sixty-one million eight hundred forty-one thousand five hundred fifty-six pesos (DOP 61,841,556.00), for fees and balance of debts accumulated on the occasion of the judicial process initiated in 2014, was false.”.
Similarly, with the release of some lands located in Boca Chica, as payment to “successors” of Manuel Reyes O Ben and which were declared of public utility, the Public Ministry establishes that Donald Guerrero made the request for the file without there being, at the date of this, a transactional agreement between the Dominican State, represented by the General Directorate of National Assets, and the alleged successors of Manuel Reyes O Ben.
For these lands, Donald Guerrero agreed to pay the sum of RD$ 379,269,241.00 in order to render legal all current and future legal disputes between the signatory parties null and void.
According to the Public Prosecutor's Office, in these payments, Ángel Lockward represented Heroína Reyes, Luis Antonio Reyes and María Virgen Reyes de Marte.
The Public Prosecutor's Office states that Lockward received more than 90 million pesos paid personally and through intermediaries, such as the company Ángel Lockward & Asociados, SRL, and its employees Eilin Bautista, Evelin Feliz Castro and Joar Emil Ortiz Hernández.
According to the file, the lawyer benefited from these lands in the following way: Ángel Lockward & Asociados, SRL, on the one hand, with an amount of RD$14,163,012.05), and on the other hand with an amount of RD$10,579,757.65).
Likewise, 37,926,024.10 to Eilin Bautista, employee of Ángel Gilberto Lockward Mella in the company Ángel Lockward & Asociados, SRL, with an amount of RD$ 800,000.00.
Evelin Félix Castro, with an amount of RD$3,200,000.00), by virtue of a credit assignment contract of the company Ángel Lockward & Asociados, SRL and Joar Emil Ortiz Hernández, lawyer related to the company Ángel Lockward & Asociados, SRL, with an amount of RD$800,000.00.
The distribution of these funds was carried out at the request of the accused Ángel Gilberto Lockward Mella who, through communication dated December thirtieth (30) of the year 2019 (date on which all the fraudulent credit assignments concerning the funds paid under this transactional agreement were also carried out), notified the deceased Emilio César Rivas Rodríguez, via Licda. Belkis Tejeda “the distribution table of the payments known to this office”.
