It is proposed to create an immigration prosecutor's office that would function as a special unit for the criminal prosecution of immigration crimes.
SANTO DOMINGO. - President Luis Abinader reiterated yesterday that there will be more severe sanctions for officials, employers, and homeowners who facilitate irregular migration in the country.
While reviewing the immigration measures announced by the Executive Branch at the beginning of April, and referring to the legal reforms , during the weekly press conference, the president reported that the legal advisor to the Executive Branch, Antoliano Peralta Romero , submitted to the Senate the bill that modifies Law 137-03 on illicit trafficking of migrants and human trafficking.
He said that the initiative should be urgently considered by the National Congress and that the project modifies articles 2, 5, 6 and 7 of the current law , strengthening the State's capacity to prosecute and punish these crimes.
He explained that the proposed law expands and clarifies the definition of migrant smuggling to facilitate its effective prosecution. "New penalties are introduced, and aggravating circumstances are incorporated for perpetrators and accomplices ," Abinader stated.
He explained that article 5 those who, due to legal duty or a link with the victim, fail to act to prevent the damage will also be criminally responsible
Immigration agents
He said that more than 750 new agents to locate and repatriate undocumented immigrants. An additional 400 agents will join the force starting May 5th, undergoing 60 days of intensive training.
A draft resolution was also created to update immigration control procedures at airports, ports and land borders .
Another aspect included in the measure is the creation of provincial immigration offices for greater control and efficient operation throughout the country.

President Abinader also referred to the creation in 2025 of the Citizen Observatory through Decree 215-25 , led by journalist Miguel Franjul and also composed of Julio Sánchez Maríñez , rector of Intec; Monsignor Héctor Rafael Rodríguez Rodríguez , archbishop of Santiago; Pastor Feliciano Lacen Custodio , executive director of Codue; Jacinto Pichardo , secretary general of the Duartian Institute; Juan Mera , president of the Association for the Development of Santiago; César Dargam Espaillat , executive vice president of Conep; and Juan Bancalari , president of Asonahores.
A special commission coordinated by Milton Ray Guevara is also created to update the regulations in response to the Haitian crisis."
Dominicanization
To strengthen the Dominicanization of employment, an agreement is being developed with the construction and agricultural sectors . A 25% wage increase is proposed for free trade zones and a 30% increase for the tourism sector.
Likewise, the State will continue to provide financial support to beneficiaries of Supérate who manage to find employment in the agricultural and construction sectors.
Fund for mechanization
Finally, through the Mechanization Fund, have been granted to agriculture and construction , and negotiations are underway with multilateral banks to obtain soft loans that will allow this amount to be doubled.
