DecreeNo. 585-23declared the purchase and contracting of goods and services for use in humanitarian aid, rescue, construction and reconstruction of works as a consequence of the damage caused by the torrential downpours, thunderstorms and gusts of wind caused by the passage of the atmospheric phenomenon at the national level.
SANTO DOMINGO- As of last night, at least eight people had died from the collapse of a wall at the underpass of 27 de Febrero Avenue with Máximo Gómez, one of the busiest roads in the Dominican capital.
Five of the deceased were inside the same car, as Listín Diario was able to confirm at the scene.
The collapsed wall fell on several cars traveling along the stretch of road. Therefore, the executive director of the National Emergency and Security System 911, Colonel Pilot Randolfo Rijo Gómez, reported that about 10 ambulance units arrived at the scene of the accident.
Regarding traffic, the National Institute of Transit and Land Transportation (INTRANT) announced the suspension of traffic from 27 de Febrero Avenue to Tiradentes Avenue (for traffic coming from the west), due to a wall collapse in an overpass.
Máximo Gómez Avenue was also closed from John F. Kennedy to 27 de Febrero.
Similarly, traffic through the tunnels and overpasses of Avenida 27 de Febrero was suspended.
According to authorities, other nearby walls have leaks and are at risk of collapsing.
Another victim
One person died after a wall fell on them in the municipality of Barahona (southwest) as a result of the intense rainfall in that locality, as well as in the other provinces that make up the Enriquillo region: Pedernales, Bahoruco and Independencia.
The deceased, identified as Camilo Sánchez, was already dead when a unit from the National Emergency and Security System 9-1-1, as well as firefighters, arrived at the scene.
Executive Branch declares emergency
Last night, the Executive Branch issued Decree No. 585-23, declaring an emergency for the purchase and contracting of goods and services to be used in humanitarian aid, rescue, construction and reconstruction efforts, as a result of the damage caused by torrential downpours, thunderstorms and gusts of wind caused by the passage of the atmospheric phenomenon nationwide.
It is also noted that institutions must manage the exception procedures for national emergency through the Transactional Portal administered by the General Directorate of Public Procurement and submit a detailed report to the Comptroller General of the Republic and the Chamber of Accounts.
